Duties

Joining the Customs and Border Protection Office of Field Operations will allow you to use your authoritative and technical expertise, supervising subordinate staff and overseeing the programs and policies related to the inventory and safe storage of seized property that has not met the requirements for entry into the U.S. This position starts at a salary of $106,841.00 (GS-13, Step 1) to $138,891.00 (GS-13, Step 10) with promotion potential to $138,891 (GS-13 Step 10). In this supervisory position you will become a key team member of homeland security professionals overseeing the inventory and safe storage of seized illegal narcotics, prohibited goods and restricted merchandise. Typical work assignments include: Serving as the chief advisor to the Fines Penalties & Forfeitures Officer, the Port Director and the Director Field Operations for matters relating to the custody and management and contractor held seized/forfeited property Performing analytical and evaluative work relative to the development, improvement, and/or evaluation of seized property policies and procedures, which includes expertise in planning, developing, implementing, operating and monitoring local seized property operations and policies, and assuring they conform to nationwide policies and procedures Providing technical advice to subordinates, higher DHS officials, the general public, attorneys, the contractor or other representatives of materials/items seized, and other government agencies on all matters relating to the seized property program Directing the on-site representatives of the Headquarters Contracting Officer's Technical Representative (COTR) regarding the contractor's responsibilities and performance under the national contract for the storage and sale of seized property Monitoring and evaluating work performance of subordinates; establishing or recommending performance standards and performing a range of supervisory functions

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing technical direction on complex issues pertaining to seized property activities to field personnel on operational and administrative matters Developing and providing guidance, training and feedback to field personnel in regard to seized property Utilizing seized property management reports and other automated tools daily, to pull data and apply analytical techniques to ensure timely and accurate completion of assigned management goals Ensuring that all administrative aspects of the mission-critical Seized Property program are accomplished within national policy, identifies deficiencies impacting the program, and coordinate with leadership to develop and apply solutions to address, correct, and prevent non-compliance Planning, organizing, and reviewing the work of the unit NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/23/2023. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Polygraph Examination: CBP has the authority to conduct a polygraph for the Supervisory Seized Property Specialist position, however, at this time a polygraph is not a pre-employment requirement. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: Working for the U.S. Government as a federal civilian or as a member of the military A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government Participation in a study abroad program sponsored by a U.S. affiliated college or university Working as a contractor, intern, consultant or volunteer supporting the U.S. government Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Training: This position has a training requirement. Selectee(s) are required to attend and successfully complete 8 weeks of paid training in Glynco, GA. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.
