The primary purpose of this position is: The primary purpose of this position is to process incoming, intrabase, and outgoing communication; accomplish regular and controlled mail services to organizations served on Robins AFB.

Duties

Receives and processes unclassified official mail consisting of parcels, flats, pouches, and letter mail. Performs a variety of mail duties associated with document security and accountable mail. Receives, processes, and dispatches by the most economical mode meeting customer requirements outgoing mail through USPS and private carriers in accordance with categories and types of consolidated pouch system and separate piece dispatches and submits electronic manifest to the appropriate carrier. Uses USPS identification criteria for suspect packages to identify those that may contain explosive devices that could cause damage to AF resources or injury/death to assigned personnel. Demonstrates positive support and works with employees, superiors, and peers to establish and maintain our reputation as a quality organization. Adheres to safety regulations and guidelines while working in the mail center and while operating Government Vehicles.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. EXPERIENCE: Applicants must have at least one year (52 weeks) of general experience required for GS-0305-04 level positions. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. OR EDUCATION: Two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. Candidates may be advanced withouttime restriction to poditions up to GS-05 if the position to be filled is no more than two grades above the lowest grade and the employee held within the preceding 52 weeks. The purpose of TIG restrictions is the prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of Air Force security and accountable mail regulations and procedures. Thorough knowledge of functions performed by a large number of units is required to analyze general subject matter of diverse correspondence to correctly route to the appropriate organization. Working knowledge of organizational changes in order to give proper referral service to mail. Working knowledge of AF and USPS regulations governing domestic and international mail is required to ensure proper postage. Working knowledge of Windows software environment is required in order to operate specialized computer based mail processing equipment and office automation software. Thorough knowledge of Suspect Package identification requirements PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
