This position is located in the Medical Administrative Service at New Orleans VA Medical Center in New Orleans, LA. The Supervisory Program Specialist has full responsibility for organizing, planning, directing and controlling work related to processing applications for medical benefits, reception, determining eligibility, admitting, inpatient scheduling and processing commitments, transfer of patients, beneficiary travel, and public relations related to these programs.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The Supervisory Program Specialist is delegated staff responsible for formulating plans, evaluating and coordinating the day-to-day administrative management of the entire Administrative Officer of the Day Program as well as oversees all inpatient MSA functions to include training, bed management, patient movements and the performance of Supervisory Inpatient MSAs. Major duties and responsibilities include but not limited to: Assisting in formulation and development of major administrative policies for all inpatient operations Developing written operating procedures and schedules to guide employees in their work, providing training, assigning and coordinating the work Preparing replies to Congressional inquiries, and correspondence relating to inquiries from veterans, family members of veterans, service organizations, other VA hospitals, and private providers of medical and dental care Conducting processing time studies, internal audits, studies to meet accreditation/Joint Commission requirements, special purpose functional reviews and studies Interpreting complex regulations and laws relating to eligibility for medical benefits and processing of applications and communicates these to subordinates as well as to members of the clinical staff Responsible for the personnel administration of all employees assigned to the section including, but not limited to, leave approval and scheduling; performance appraisals, establishing performance standards and position descriptions, maintaining, and improving employee morale and motivation and resolution of grievance and complaints Interviewing, selecting, and recommending staffing changes Making recommendations for promotions, reassignments, and performance awards Ensuring subordinate supervisors do realistic performance appraisals and appropriate disciplinary action is taken against employees when warranted; and that high-level performance/accomplishments by employees are appropriately recognized Supporting EEO/affirmative action principles in making such selections Determining budgetary, staffing, space, and other resource needs and for their allocation in support of community outpatient clinics Ensuring maximum and efficient utilization of personnel, reductions in cost, elimination of waste and overlapping of services, planning for adequate clinical space, improvement of operation, and development of proposed policies Conducting independent studies to determine workload, production, quality control requirements and training needs Reviewing work produced and analyzing weekly production reports to evaluate production and taking appropriate action to resolve backlogs Resolving technical work problems and studies continuing problem areas, taking corrective action to effect resolution and reports progress Participating in long-range planning for the service by developing and proposing projects for inclusion in the Management by Objectives Plan for Health Administration Service Work Schedule: Monday-Friday; 7:30am-4:00pm Recruitment & Relocation Incentives: Not authorized Financial Disclosure Report: Not Required

Qualifications

Minimum Requirement: The following are minimum requirements for appointment as a Supervisory Program Specialist in the Veterans Health Administration (VHA). One of the following minimum requirement criteria must be met to be qualified for this position. Specialized Experience (GS-11): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-09) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: utilizing various software applications to ensure appropriate and adequate entry of data and optimal use of the system; applying knowledge and complying with labor-management program requirements as required by the organization; applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or management processes/systems; preparing recommendations for management regarding program policies and regulations; and developing and maintaining relationship with other services and organizations. OR, Education (GS-11): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR, Combination (GS-11): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education. Only graduate education in excess of the amount required for the next lower grade level (i.e., 2 full years of progressively higher-level graduate education leading to Master's degree) may be used to qualify applicants for positions at grades GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements/Work Environment: The physical demands require moderate amounts of walking, standing, bending or stooping. Work normally is performed in an office setting within a tertiary care Medical Center; visits are made to various clinics throughout the healthcare system.
