This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Program Analyst in the Resource Management Division. Performs planning, analysis, formulation, and execution of program and budget requirements for specific appropriations within the Operation and Maintenance Army (OMA).
Duties
Develop annual and multi-year budgets for the organization.
Responsible for complete analyses of the OMA program and preparation of briefing material in required formats
Present and defend the budget at all levels within the budget review process.
Review organizational progress for technical adequacy, consistency or compliance with policies, procedures, or directives.
Knowledge of financial management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary duty (TDY) travel may be required up to 10% of the time.
- A 1-year probationary period may be required.
- This is a Term position.
- Must be able to obtain and maintain a Secret clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business - Financial Management Certification within 5 years of entrance on duty.

To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
Specialized Experience: One year of experience at the NH-02/GS-11 grade level in the federal service which includes: 1) Developing annual/multi-year or long-range fiscal program plans; 2) Performing budget functions involving the formulation, justification and/or execution of budgets; and 3) Advising the Program Manager regarding the status, efficiency, or effectiveness of acquisition programs.
