This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an operations research analyst in a Project Office responsible for applying the scientific methodology of several different disciplines (mathematics, engineering, physics, etc.) to tasks relating to the development, acquisition, technologically advanced weapon systems.
Duties
The incumbent performs cost analysis and cost estimating functions relating to the Life Cycle of the system in the Project management Office (PMO)
Coordinates with other PMO Team members to determine the need for specific types of cost analysis/cost estimating data required by assigned projects.
Guides, coordinates, and consults with others to identify and integrate all aspects of the total system cost analysis/cost estimating program related to programs and functions within the PMO.
Develops program cost estimates for all practical options and changes for development, production, and operations and maintenance by identifiable work breakdown structure, such as planning estimate and original quantity.
Serves as project contact and focal point for system peculiar cost analysis/cost estimating functions.
Applies expertise in assigned operations research matters concerning all phases of the weapon system life cycle including research and development, procurement and production, and operations and maintenance.
Tasks involve studies, analyses, and reports required to support assigned programs (e.g., Work Breakdown Structures, Program Networks, Design-to-Cost, Baseline Cost Estimates, Schedule Risk Analysis, and Cost Estimates).
Applies complex operations research methodologies to the analysis of technical schedules, risks, and cost of assigned projects.
Requirements

- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business-Cost Estimating certification within 60 months as of entrance on duty.
- Incumbent must be able to obtain/maintain a Secret security clearance.

Basic Education Requirement for Operations Research Analyst (Series 1515):
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: You must provide a copy of your transcripts.
Evaluation of Education:
The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.
Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.
In addition to meeting the education requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job.
Specialized experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level or equivalent pay band in the Federal service that includes:1) Experience developing life cycle cost analysis, multivariate and multi-objective optimization, estimates, perform earned value management tasks, and other analysis related work; 2) Providing recommended changes to local policy and procedural instructions for the collection of cost and related data from various sources; and 3) Analyzing complex problems, to include those related to comparative analyses of cost models for alternative systems including the correlation between schedules, technical requirements, and cost.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
