The incumbent serves as the Program Analyst with the responsibility of carrying out functions that support the management and delivery of Farm Bill programs in the state or area. The incumbent is responsible for providing analysis regarding program management functions for the organization and maintenance of official state office Farm Bill contract files, records, and manuals.

Duties

Providing analysis regarding program management functions; for the organization and maintenance of official state or area office Farm Bill contract files, records, and manuals; Responsible for developing, coordinating, processing, analyzing and providing data to the supervisor related to program obligations, program disbursements, program de-obligations and performance progress for use in the management, direction; Assists with developing and improving processes, policies, systems and procedures relative to all Farm Bill Programs to ensure effective and efficient program management activities and programs are operating to meet established goals; Creates databases in Excel for programs when national databases are not available. Utilizes database with providing recommendations and assists with resolving problems; Works with other staff at the State/Area Office to develop strategies, action plans and needed corrective measures in order to assure delivery of quality guidance to field office and easement team staff in accomplishing Farm Bill Program objectives.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Specialized Experience for the GS-7: To qualify for the GS 7 position, you must possess at least one year of specialized experience, equivalent to the Federal GS-5 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as providing advice and support to management and program officials on the interpretation of regulations and guidelines and their application to problems. OR Education Substitution: 1 year of graduate-level education in a related field. OR Superior Academic Achievement: To qualify for superior academic achievement, you must have ONE of the following: (1) standing in the upper third of your college class or major subdivision at the time you apply; (2) grade point average of B (3.0 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; (3) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; OR (4) election to membership in one of the national honorary scholastic societies that meets the requirements of the Association of College Honor Society. OR possess a combination of education and experience, as defined above (combination of education and experience equals at least 100% as outlined in the OPM qualification policy. Specialized Experience for the GS 9: To qualify for the GS 9 position, you must possess at least one year of specialized experience, equivalent to the General GS-07 level or higher that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as conducting duties involving management surveys, organization studies, management improvement, management counseling, and attends meetings with management to discuss information relating to findings and conclusions. OR Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree OR LLB., or J.D., if related OR Combination of specialized experience and education as described above.
