Duties

As a Management and Program Analyst (COTA) you will: Analyze and evaluate organizational program management and administrative operations. Evaluate the quality, effectiveness and responsiveness of services provided. Analyze and interpret program and financial information. Use initiative in carrying out recurring assignments independently.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To be eligible for the GS-07 grade level, applicants must be a permanent career/career-conditional CDC/ATSDR employee without time limitation at the same grade level or above. You will be screened-out and not receive further consideration under this announcement, if you are currently serving under or who have participated under a COTA within the past two years in any federal agency. THIS IS A CAREER OPPORTUNITIES TRAINING AGREEMENT (COTA) POSITION. Under the COTA program, applications will be accepted from individuals who do not fully meet the basic qualifications requirements for this position, if the applicant has demonstrated the basic skills and competencies necessary for development and successful performance in the position being filled. Under the COTA program, applicants that lack some portion of the qualification requirements will be assigned to a trainee position and placed on an individual training plan to make up for the difference between his/her own qualifications and the qualifications required for the target position. Applicants may only enter COTA positions through lateral reassignment or voluntary change to lower grade (not by promotion). Pay retention is authorized, if applicable. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PROMOTION POTENTIAL: This is a Career Opportunities position with non-competitive promotion potential to GS-12. Although promotion is neither guaranteed nor automatic, successful performance in the trainee position and completion of the training program will enable the trainee to be eligible for promotion to the target position (and each intervening grade level, if applicable). LENGTH OF TRAINING: Length of training will vary based on the development and ability of the individual to perform assigned duties and tasks at each grade level in the developmental plan as determined by the supervisor. DEVELOPMENTAL PLAN: A training plan (covering the entire training period) will be designed for the individual selected. The plan will specify the developmental assignments involving on-the-job training as well as formal training courses, if applicable. The training plan will correspond to the particular needs of the individual selected in order to meet the requirements of the target position (and each intervening grade, if applicable). Employees must meet the time-in-grade requirements, experience qualifications, and positive education, licensure, or certification requirements (if applicable) before placement in the target position. Trainees who fail to qualify for the target position will be reassigned to an appropriate position at the lower grade level or to a grade level previously held on a permanent basis in accordance with the operating/staff division's Merit Promotion Plan. ELIGIBILITY LIMITATION: There must be at least a two-year period between the time the trainee participates in or completes a COTA and the time he/she participates in another COTA.

Education

Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.

College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
