Duties

Leads staff in the design and implementation of seed procurement strategies, stipulation development with Contracting Officers to acquire high quality seed for intended purposes at reasonable prices for the field offices. Oversees the development of seed supply requirements, contract specifications, and statements of work. Provides for staff members to be well trained in serving as Contraction Officer Representatives (CORs) and Project Inspectors (PIs) to assist in highly complex seed procurement contracts and operational/logistical service contracts. Knowledge of the standards, architecture, and specifications of automated financial systems, including Excel spreadsheets, source documents, system flows, system interfaces, and related internal controls. Responsible for implementing the Bureau's national seed strategy and working collaboratively with other program leads to develop new strategies for effective seed production and distribution across the entire BLM.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: -Incumbent must possess and maintain a valid State driver's license for the duration of the appointment to operate government owned vehicles. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Working independently while providing staff supervision, oversight and recommendations on the use, acquisition, and storage of seed to meet wildland fuels management, rehabilitation and restoration needs; conducting and analyzing reports to identify trends, unusual order activity, customer supply requests; resolve customer account issues; provide training/support on property and/or supply orders, processes, and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Although a fair amount of sedentary work is required, some work requires standing, stooping, bending, and working in tiring, uncomfortable positions, although not often there could be occasional lifting and carrying of supplies, equipment, and materials that could weigh 50 pounds, on hard surface floors in a warehouse, yard, or shop areas. Stress is a common occurrence during periods of high seed demands. The work is primarily office work and conferences, workshops, and symposia. Occasional field work demands less than 10% of the incumbent's time and requires standing and hiking for long periods of time. Occasional activities require lifting light to moderately heavy equipment and supplies. Work Environment: Incumbent works in both inside and outside areas. Warehousing is done in areas that are hot, cold, drafty, moving machinery (i.e., forklifts, large noisy seed mixers, and vehicles. The work is dirty and dusty. The incumbent is exposed to propane fumes tied equipment operation and other combustible chemicals like spray paint, and the possibility of cuts, scrapes, bruises, and the safety hazards inherent in warehouse conditions.

Education

This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.
