These job openings are in the Bureau for Global Health, Office of Maternal Child Health and Nutrition (GH/MCHN) in the U.S. Agency for International Development (USAID).
The incumbent of this position supports a wide range of administrative duties in support of international complex crises; events causing these crises include natural disasters; pandemics and other health crises; conflicts and war; and other catastrophes.
Duties
Serve as an expert on policy, program and/or operational functions; develop policies/strategies related to infectious diseases; health emergency response; immunization; MCH; and/or other relevant programs in low- and middle-income countries (LMIC).
Advise appropriate Agency leadership and external stakeholders on new developments, processes and approaches, and articulate the benefits of interventions to effectively reach multiple audiences, such as government and technical audiences.
Participate in developing strategies for implementing major crisis operations programs and/or operational functions; develop detailed plans for implementing them, and oversees implementation of the goals.
Identify and propose solutions to problems that are of major importance to planning the direction for future international crisis programs and/or operational functions.
Represent the Agency to external stakeholders, in meetings with host governments, Congress, and public and private organizations.
Participate in policy formulation for crisis programs and/or operations, and review liaison activities for agency-wide programs as they pertain to the area of expertise. Inform stakeholders of changes in programs or functions.
Requirements

- Must be able to obtain and maintain a Top-Secret security clearance.

Qualifications
Basic Requirements:
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Specialized Experience:
GS-14: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:1) Demonstrated technical expertise and/or programmatic experience in infectious disease, immunization, maternal and child health related to the response to health emergencies in low and middle income country (LMIC) settings, e.g.cholera and COVID.2) Managed, evaluated, and provided expert technical oversight to centrally administered programs/projects and/or multilateral programs and partnerships that strengthen maternal and child health, immunization, infectious disease or other relevant global health programs.3) Innovative thinking with excellent judgment, ability to work independently and creatively solving-problems.4) Delivered technical assistance or management of projects or activities related to technical expertise to solve problems and build team relationships.
Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience.
