The Area Business Office Manager is assigned to the Alvin C. York Campus and reports directly to the Area Clinic Administrator with functional advisement from the TVHS Business Office, Group Practice Manager and Area Clinic Administrator. Murfreesboro Area Service (MUAS) functions as a hub for the TVHS South Central region which currently includes Cookeville CBOC, Maury County CBOC, McMinnville CBOC and Tullahoma CBOC. Travel to Cookeville, Maury County, McMinnville and Tullahoma is required.
Duties
Duties include, but may not be limited to the following:
Responsible for all Business Office functions and personnel within the TVHS South Central Area. This includes the following processes and programs: Health Information Management Systems (HIMS), data management and analysis, Non-VA Care Coordination (NVCC), Veteran's Choice Program, telephone switchboard operations, healthcare appointment scheduling, clinic setup and cancellations, healthcare eligibility and enrollment, Release of Information (ROI), beneficiary travel, MyHealtheVet, Veterans Health Identification Cards (VHIC), Veteran satisfaction and customer relations, external administrative inquiries (i. e. Congressional inquiries), and financial management.
Serves the Area Business Office and other management and supervisory personnel by analyzing, evaluating, advising, and coordinating administrative operations. This includes developing internal administrative policies and processes to ensure compliance with Veterans Health Administration (VHA) Guidelines, standards, and requirements as well as those of various accrediting and regulatory organizations.
Responsible for overall Area Business Office personnel issues.

Develops internal policies and programs concerning such matters as equal employment opportunity, merit promotion, labor management relations, and position management.
Manages staffing levels, staff recruitment, and hiring actions to include working with staffing specialists, submitting requests in personnel systems, and overseeing selection panels. Discusses, investigates, and responds to employee grievances, inquiries, and other concerns to resolve conflicts. Ensures subordinate personnel are familiar with the negotiated agreement and the partnership between management and the local union.
Hears and resolves staff concerns and complaints. Incumbent works closely with labor relations specialists and performs disciplinary and other necessary personnel actions required to maintain good order and an effective organization dedicated to serving Veterans. Assists subordinates with issues such as Family Medical Leave Act (FMLA), reasonable accommodations, telework requests, Leave Without Pay (LWOP), and others that arise.
Responsible for creating and sustaining an Area Business Office staff orientation and training program which includes initial and recurring training specific to the different facilities and services supported.
Ensures training of other facility staff regarding Business Office functions that pertain to their respective jobs, such as scheduling.
Performs a variety of financial management duties to include approving Purchase Card transactions in coordination with cardholders and certifying invoices in coordination with the approving officials (AO), Contracting Officers (CO), and Contracting Officer Representatives (COR).
Responsible for planning, requesting, and executing the Area Business Office budget which includes salary, overtime, travel, training, and equipment.
Collaborates with key leaders and provides input into current and future facility designs, furniture needs, space requirements, information technology (IT), and other areas to ensure optimal healthcare operation infrastructure is in place.
Undertakes special studies prepared in terms of cost-benefit analysis, workflow and efficiency, or task structure in terms of organizational effectiveness.
Conducts various projects pertaining to the implementation, development, and applications of the Business Office Automated Data Processing (ADP) Systems. Formulates and directs the development of the major administrative policies for the Area Business Office ADP systems. Evaluates areas where policies and operational procedures are needed, or revisions indicated.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-09 Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression (GS-7) for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpret and apply federal laws, regulations, policies, and guidelines governing health care benefits and patient care. Labor mapping to include workload data, financial management contracting officer, Identify and analyze complex problems or situations with a range of variables. Explain and organize complex issue in writing, complete projects; studies; narrative and statistical reports; act as Human Resources liaison for all personnel issues to include staffing, training, and management

Education: Applicants may substitute education for the required experience. To qualify based on education for the GS-9 Grade level you must have masters' degree in a related field that demonstrates the knowledge, skills, and abilities required for the position. The education must have been obtained in an accredited college or university for which high school graduation or the equivalent is the normal prerequisite.

Physical Requirements: The work requires much walking throughout the medical center with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts.
