The Program Specialist is located in the Office of the Chief of Staff, VA Tennessee Valley Healthcare System (TVHS). The position provides staff assistant duties to support the various physician and clinical programs under the purview of the Chief of Staff's Office. The position has primary responsibility to oversee and coordinate all aspects of the TVHS Part-Time Physician Program and Without Compensation Program.

Duties

The Program Specialist is responsible for coordinating the TVHS Part-time Physician Program. Establishes local policy and procedures based upon VHA and VISN policies related to the part-time physician program. Performs comprehensive reviews of Memorandums of Service Level Expectations (MSLE) VA Forms 0880a/b packages and Tour of Duty Memoranda before submission to the Chief of Staff and Director for concurrence/approval. Develops and implements monitoring systems and conducts physical and electronic audits in accordance with required VHA guidelines Ensures Service Chiefs, supervisors, part-time physicians and service timekeepers are educated regarding the program and their specific responsibilities with regard to the VA time and attendance procedures. Maintains detailed records on the program and prepares reports and responses to suspense items related to the Part-time Physician program, including the monthly Part-time Physician Time and Attendance report. Coordinates and conducts annual training for the auditors, timekeepers, Service Chiefs and physicians on the Part-time Physician Program. Uses various tools to ensure new providers coming on board complete the appropriate paperwork; i.e. NEO Registration, PSB Board Minutes. Collaborates with Human Resources, Fiscal, and clinical Service Chiefs, as necessary, to ensure appropriate documentation is maintained for the Part-time Physician program and that reconciliation is performed at least quarterly at the Service level to monitor hours worked versus target hours for physicians on flexible schedules. Develops, reviews, revises medical center policy/procedures related to the Part-time Physician Program. Responsible for monitoring, tracking and coordinating the TVHS Without Compensation (WOC) Program. Ensures Service Chiefs, supervisors and WOC physicians are educated regarding the program and their specific responsibilities. Maintains detailed records on the program and prepares reports and responses to suspense items related to the WOC Physician program. Coordinates, receives and inputs the consolidation of Normal Lab Procedures Report each month. Responsible for certifying or correcting the Labor Maps for the COS office each month. Responsible for special projects assigned by the Staff Assistant, Chief of Staff. Gathers data working independently or with other staff, prepares responses, reports and graphs. May serve on committees, task and/or work groups as a representative of the Chief of Staff office. Prepares memoranda, correspondence and other reports as assigned in proper format for signature of the Chief of Staff. Work Schedule: Monday through Friday 7:30am- 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:experience developing and analyzing reports; applying both qualitative and quantitative analyses of various program objectives; using computer applications such as Microsoft Word, PowerPoint, Excel, and databases; prioritizing work to accomplish tasks timely; collaborating with several service lines, auditors, and Human Resources; preparing memorandums, correspondence, and reports; establishing and researching local policies and procedures; effectively communicating both orally and in writing individually or in a group; gathering and assembling data from various sources to complete reports and assignments. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. Education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR, (Transcript required) Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree level. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting, though some work may require some standing or walking. The regular and recurring work of the position involves sitting at a desk and working on a computer. Work Environment: The work is performed in an office setting which is adequately lighted, heated, and ventilated.
