The Assistant Chief, Mental Health Residential Rehabilitation Treatment Program (MHRRTP) assists/supports the Chief, MHRRTP in the management of 75-beds in the Domiciliary Care for Homeless Veterans and a 25-bed section for General Domiciliary care. This position provides guidance in providing residential rehabilitative care to Veteran patients who have a wide range of mental health and substance abuse illnesses and rehabilitation care needs; and provides coverage for the Chief as needed.
Duties
This position has responsibility in sufficient scope to make decisions in the areas of personnel, administration, and space-utilization, budget planning and clinical services provided to Veterans undergoing treatment in the domiciliary care program, in conjunction with the MHRRTP directives The position provides lead oversight of the Environment of Care, safety, and security in the Domiciliary.
As a professional and administrative adjunct to the Chief of the Service, responsibilities lie principally in the areas of administrative support to the Chief, programmatic and clinical care, personnel issues, fiscal planning, physical plant maintenance, and in research and training. The position supports the Chief in maintaining resident morale, staff motivation, health and safety, and clear program expectations. The position assists in coordinating the service delivery of a growing number of specialized rehabilitation programs which provide a full range of professional and direct-care services.

Administrative/Staffing Oversight
Assists in developing program policies, goals, and objectives consistent with the mission of the Domiciliary Program. This includes identifying areas requiring administrative and professional review, the drafting and monitoring of service goals, and preparing follow-up reports.
Coordinates and directs administrative, program planning, and clinical meetings which ensure effective communication, proper functioning and accountability of the service.
Ensures that appropriate documentation is maintained for programmatic and administrative measures.
Assists in the development and maintenance of the high-quality public relations program for the Domiciliary. Serves as a representative for the Domiciliary, and for the Chief, as needed.
Monitors, in conjunction with the clinical staff, the effects of residents' behavior for the general welfare of all residents, applying corrective measures when necessary.
Coordinates and monitors staffing patterns, schedules, assignments, and coverage of three shifts to ensure resident safety.
Utilizes union contract and personnel policies as guidelines.
Maintains primary responsibility for the hiring and training of new employees and orientation of new residents.
Quality Management
Investigates, develops and prepares responses to inquiries from members of congressional, VISN, VACO and service organizations in regard to former or current Domiciliary residents or applicants. Initiates any required or appropriate actions to resolve complaints and problems related to such inquiries.
Assists the Chief in investigating and handling complaints, grievances, and other concerns relevant to the welfare of the service by gathering facts and making preliminary reports. Has the authority to make decisions and take corrective action when necessary.
Continuously monitors performance measures pertinent to the MHRRTP population and identifies corrective actions to ensure that the measures are met at the highest possible level. Continuously monitors the therapeutic environment and care being rendered. Identifies gaps in services as well as efficiencies that can be gained while ensuring the highest quality of care.
Program Development
Assists in the ongoing development and refinement of the various specialized programs. Coordinates the development of new programs as deemed necessary.
Provides leadership in addressing ethical issues that impact clients and staff in or beyond the organization and the local health care community.
Budget Management
Responsible for helping to maintain the domiciliary budget, equipment inventory, purchasing and ordering.
Assists MHRRTP Chief with identifying budgetary needs within the MHRRTP to include needs of the patients, staffing, and infrastructure needs. Identifies shortfalls and overages and reports such to the MHRRTP Chief.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
Grade Determinations: GS-13
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Ability to independently organize work, set priorities, and meet multiple deadlines.
Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
Ability to ensure provision of clinical social work services by supervised social workers.
Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
Ability to provide staff training and development.
