This is a combined Eastern Kansas Health Care System (EKHCS) Social Work Service, Administrative, Supervisory, and community and extended care program management position. EKHCS is a Level 2, two-campus facility located in Topeka and Leavenworth Kansas. This role supervises Social Workers in the following programs: Contract Nursing Home/Adult Day Health Community Residential Care Shelter Plus Care Life Enrichment Center and Mental Health Intensive Case Management

VA Careers - Social Work: https://youtube.com/embed/enRhz_ua_UU This role serves as the Supervisory Social Worker requiring the provision of both administrative and technical supervision to Topeka and Leavenworth Non-Institutional Care Social Work staff as assigned. Duties include, but are not limited too: Setting priorities and making assignments according to the capabilities of employees Evaluating subordinates' performance and offers instruction, advice, counseling, or direction on multiple issues and problems including behavioral health care, homelessness, geriatric care, community and home-based care, long term care, acquisition of resources, medical social work services, and administrative matters Attempting to resolve complaints from employees and may refer grievances or unresolved complaints using the proper procedure Effectively handles minor disciplinary measures such as warnings and reprimands or recommends action in more serious cases Knowledgeable about the developmental and training needs of employees and where possible, may assist subordinates in addressing these needs Additionally responsible for setting performance standards and reviewing work to determine acceptable levels of quality and quantity Provides supervision to the Non-Institutional Care Social Workers include Social Workers assigned to: CNH/ADHC, CRC, MHICM, Life Enrichment Center and Shelter Plus Care and other programs as assigned at both the Topeka and Leavenworth campuses. The scope of practice includes social histories, psychosocial assessments, individual and group therapies, consultation, crisis intervention, community resources development, referral and discharge planning, outplacement, after care and outplacement follow-up, and student training. Responsible for oversight of the program coordination and monitoring of the Contract Nursing Home funds and budget analysis to determine the best options for Community Nursing Home agreements Shares in the responsibility for administering Social Work Services input into these programs and ensures that the input is appropriate, timely, adequate, and of high quality Works closely with the chiefs of other clinical services to ensure that the work of the Social Work Service (SWS) is well integrated with the work and activities of the Topeka and Leavenworth Community and Extended Care service (Psychiatry, Psychology, Pharmacy, Business Office, PM&RS, and Nursing Services.) Proactively responds to social work coverage needs for all Community and Extended Care programs while simultaneously considering the facility's resource limitations and cost containment initiatives Serves as an advisor to SWS Chief concerning discharge planning and availability of community or VA services for Veterans with complex psychiatric, medical and financial situations Establishes and maintains SWS functional statements or ensures the establishment of such for each position in the Non-Institutional Care area of Social Work Service to maintain the existence of accurate and detailed descriptions of all duties performed by staff Responsible for ensuring that non-institutional care social work staff are trained and utilize the outpatient scheduling and appointment management in accordance with local policy Reviews applications, interviews applicants, and recommends the selection of the best qualified staff available to fill vacancies in Social Work Service Appraises performance in order to determine the level of performance for each Social Work Service employee assigned Rewards appropriate performance or reviews and concurs in award recommendations from the social work management team for employees in Social Work Service to ensure that high level performance is recognized Counsel's employees regarding poor performance or other unsatisfactory situations and takes disciplinary or appropriate action when necessary, concerning assigned Social Work Service employees Ensures that job-related injuries are documented and processed in accordance with appropriate medical center requirements Establishes or ensures the establishment of work schedules and tours of duty for staff to ensure the accomplishment of necessary work based on local medical center requirements, personnel regulations, and available resources Assists staff in developing career goals and identifying appropriate continuing education activities and opportunities to facilitate the attainment of these goals Work Schedule: Full-Time, Monday thru Friday, 0730-1600 or 0800-1630 Telework: Ad Hoc as needed Virtual: This is not a virtual position.

Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations - Supervisory Social Worker, GS-13: Experience/Education - One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification - Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Ability to provide staff training and development. Assignment - For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs).
