Duties
As an HR Specialist (Employee Relations), GS-0201-14, you will perform the following major duties:
Provide expert advice and consultative services in matters related to the administration of an agency employee relations program with attention to adverse actions, disciplinary/conduct, and the administration of the following programs: performance management and recognition, leave administration, work schedules, reasonable accommodation, and anti-harassment.
Knowledge of broad principles, concepts, methods, laws, and regulations of Employee Relations, Reasonable Accommodation, Performance Management and ADR principles, concepts, practices, and techniques in order to consider their relationship to management objectives, as well as seasoned consultative skills sufficient to serve as principal advisor to top management officials.
Provide expert advice and assistance when difficult problems arise in establishing and maintaining employer-employee relationships that contribute to satisfactory productivity, motivation, morale, and discipline.
Conduct administrative investigations to identify facts, analyze issues to determine the nature and extent of the workplace problem and communicate findings and recommendations, as appropriate.
Analyze, explain, propose, and defend the relative merits of available options to resolve complex matters; recommends viable strategies and anticipates top management's needs and reactions.
Prepare agency policy documents, written guidance, agency proposals and decisions on adverse actions, conduct, performance disagreements and deficiencies, and grievances in draft, and final. Present in one-on-one conversations or formal presentations.
Apply knowledge of law, principles, and the interrelationships of various personnel management programs and concepts. (i.e., performance management, employee conduct, alternative dispute resolution, leave administration, probationary periods, employee recognition.)
Analyze potential performance management problems and develop solutions where extremely complicated, complex, or non-standard problems have the potential to impact numerous employees.
Draft, interpret, apply, and defend highly complex options, orally and in writing, to a wide range of audiences, and to tactfully and persuasively sell complex and/or controversial recommendations or changes.
Analyze and evaluate methods to develop, implement and evaluate guidelines and standards as they relate to persons with disabilities, in accordance with program goals and objectives.
Oversee and administer, Family and Medical Leave Act (FMLA) requests and accommodation requests requiring specialized attention.

Qualifications

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 obtained in the federal or private sector which demonstrates all of the following:
Master knowledge and experience applying broad principles, concepts, methods, laws, and regulations of Employee Relations, Performance Management and Employee Recognition, ADR principles, and Reasonable Accommodation concepts, practices, and techniques in order to consider their relationship to management objectives, as well as seasoned consultative skills sufficient to serve as principal advisor to top management officials.
Experience providing expert consultative and advisory services, and authoritative policy interpretation on HR issues.
Expert knowledge of regulatory and other requirements to inform supervisors of what is to be considered in effecting disciplinary actions, removals, suspensions, and in resolving grievances and appeals related to formal disciplinary actions taken and assist in the development of required correspondence/documents for complex cases.
Experience conducting thorough research, evaluate, analyze, and interpret proposed regulatory/policy changes to develop policy directives and/or prepare written recommendations.
Expert experience presenting complex ideas and options, orally and in writing, to a wide range of audiences, and to tactfully and persuasively sell complex and/or controversial changes.
Expert knowledge of the Family and Medical Leave Act (FMLA), and ability to oversee and administer leave requests and accommodations requiring specialized attention.
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
