The Financial Accounts Technician position is serves within one of seven Revenue Consolidated Patient Account Centers (CPACs), Chief Financial Officer (CFO), Accounts Management Department, Office of Community Care, Veterans Health Administration, Department of Veterans Affairs, in Orlando, FL.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-6 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Duties can include, but are not limited to:
Performs a wide variety of Agency fiscal functions such as accounts receivables, debt collection activities, third party liability, and general accounting/agent cashier functions.
Reviews, researches, analyzes all accounts receivable records and documentation, to ensure all data maintained is accurate, current and proper based on Agency regulations, policies, Federal Laws and Directives.
Performs required follow-up action to ensure proper debt collections procedures are adhered to, follows-up phone calls and letters and proper due process rights in accordance with Federal Laws and Agency Policies.
Reconciles VistA accounts receivable with FMS. Corresponds with internal and external agency customers, beneficiaries, vendors, insurance companies, legal representatives, and General Counsel by mail, email, telephone or facsimile, regarding receipts; indebtedness; proper application of collections, disputes, cancellation, administrative write-off, return mail and third party liability cases.
Takes appropriate action to satisfy inquiries, research materials, coordinates with involved parties in resolving questions and determination of circumstances.
Reviews and analyzes case information, remittance statements from the third-party payer and others, and the accounts receivable record relating to the debt, the Debtor, for making a recovery determination which protects the interest of the Government.
Reviews and refers delinquent debts to the Office of General Counsel.
Reviews and analyzes account information, interviews and obtains remittance statements, court orders, legal documents, insurance benefit coverage information to determine the best course of action.
Work Schedule: Monday - Friday; 8:00am-4:30pm

Qualifications
SPECIALIZED EXPERIENCE: GS-6: One (1) year of specialized experience that equips you with the knowledge, skills and abilities to successfully perform the duties of the position. To be creditable for the GS-06 the experience must have been equivalent to the GS-05 in Federal service. Examples of experience includes: Familiar with terminology and processes associated with processing health claims. Contacts insurance companies to expedite collections. Communicates with representatives of third party health plan carriers to resolve problems. Performs accounts receivable follow-up and adjudicates third party claims, and uses standard office software applications essential to billing services.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
