Duties

The Chief Strategy Officer (CSO) at the Economic Development Administration (EDA) will support strategy formulation and execution of enterprise-wide operational improvements and continual business model innovation. In this capacity, the incumbent serves as an expert and lead in strategy development, change management, organizational development, and operational innovation throughout EDA and in cooperation with the Department by formalizing the bureau's strategic-planning processes, forging new working relationships and synergies across the organization, and establishing greater transparency and accountability for individuals charged with carrying out the bureau's strategy. S/he will focus on accelerating organization performance through cohesive strategy planning and execution, knowledge management and the implementation of an organizational dashboard for impact and organizational effectiveness. As a Chief Strategy Officer (Public Notice Flyer), you will: Provide, in collaboration with members and teams within the Office of Finance and Management Services, organizational development, adaptive and transformation advice and consultancy support to EDA teams and offices. Manage the development of overarching EDA enterprise-wide plans for driving culture change throughout the organization and organizational effectiveness initiatives through a combination of internal design and external selection/customization (including the identification and management of external programs, resources, vendors, etc.), as appropriate. Guide, facilitate and lead the development and coordination of end-to-end change management strategies and tactics to ensure successful implementation, adoption and use of enterprise and office level initiatives. Provide support to leaders that guide and facilitate complex, cross-organization, cross-functional projects and engage partners across EDA in efforts to improve organizational effectiveness. Support, in collaboration with members and teams within the Office of the Assistant Secretary, Office of Regional Affairs and Office of Finance and Management Services, efforts to advance continual business process improvements. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-15 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as experience: With inclusive strategy development and execution, enterprise change management, and organizational development. Monitoring execution of business initiatives and ensuring suitable metrics are in place to measure performance and progress. Analyzing business processes and implementing organizational and operational changes that improve enterprise-level mission, operational, and human capital performance.
