The primary purpose of this position, MANAGEMENT AND PROGRAM ANALYST, GS-0343-11, is to serve as a Program Analyst in support of Business Office and Workload Long-Range Planning and provide analysis, planning, consultation, policy, management support, and technical execution continuity to the Electronics Group programs and functions.
Duties
Work with senior specialists and/or project/program manager for a specific weapons system, workload or program, analyze planning and programming documents to determine the nature and scope of requirements within the Depot Maintenance Activity Group (DMAG).
Analyze depot workload requirements, related to items such as utilization, capacity, inter-servicing, overseas, core, Mission Needs Statement, Program Management Directives, Depot Activation, workload transfer, etc.
Study the structure and/or functions of organization with interrelated work processes and functions and accurately advise or propose solutions to improve processes, and maximize mission accomplishment and resources utilization.
Analyze and assess progress of assigned projects/programs including cost analysis/estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures.
Plan, organize, and coordinate activities of functional specialist including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GS-11
SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes analyzing new or proposed legislation or regulations to determine impact on program operations and management and conducting studies of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge in the application of a variety of complex logistics and industrial management concepts and analytical/evaluative management techniques concerning the efficiency and effectiveness of related industrial program operations.
Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, professionalism, courtesy, and diplomacy. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
Knowledge of various funding documents and their uses; accounting policies and practices of cost benefit analysis; revolving fund process (DMAG).
Ability to make decisions and be capable of working under pressure.
Knowledge of various computer systems, software, and the ability to effectively use a computer.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work is primarily sedentary, although some light physical effort may be required. Duties involve visits to industrial/production areas which may require the use of safety equipment. The workplace includes some walking, standing, bending, sitting, and carrying light items such as paper, books, or small boxes.
WORK ENVIRONMENT: Work is primarily performed in a well-lighted, climate controlled office setting. Some work may be performed in the industrial, production and manufacturing shops. May require occasional travel. Duties involve visits to industrial/production areas which may require the use of safety equipment.
