This National Guard position is for a FINANCIAL MANAGEMENT ANALYST (TITLE 32), Position Description Number NGD2513000 and is part of the TN 118th WING, Air National Guard.

Duties
As a FINANCIAL MANAGEMENT ANALYST, GS-0501-11, you will independently perform and examine financial management functions to ensure
internal accounting systems and administrative controls are sufficient to confirm that obligations and disbursements comply with applicable laws, and that funds are safeguarded against waste, loss, and misappropriation. Aggregate data from multiple financial systems and sources in order to directly or indirectly provide the Comptroller, Wing Commander, United States Property and Fiscal Officer (USPFO), National Guard Bureau (NGB), Unites States Air Force (USAF), DFAS, Department of the Treasury and senior level management with accurate and timely financial reporting. Analyze and measure the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place. Analyze and accurately process financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques. Execute full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay). Determine the legality of entitlements/collection actions and provides decision support to the Financial Manager. Perform other related duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

- May be required to successfully complete a probationary period.

- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- This is a Financial Management Level Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Qualifications
Military Grades: E-5 through E-6
COMPATIBILITY: AFSC 6F0X1, Financial Management and Comptroller.
GENERAL EXPERIENCE: Must have general experience, evaluate applicant's knowledge, skills, and abilities for; skill in collecting and analyzing data effectively, efficiently, and accurately; skill in applying procedures and directives by reading and interpreting program material; skill in presenting formal training presentations and briefings; ability to prepare reports and presentation formats.
SPECIALIZED EXPERIENCE: 24 months of finance program experiences and competencies that provided knowledge of financial principles and procedures; must have an excellent under-standing of the basic principles and concepts of the Air National Guard financial business program requirements; working knowledge on planning, coordinating, and performing comprehensive reviews, special studies and selective internal examinations of base level financial management programs; skilled in researching, developing, modifying, and maintaining qualitative standards used to evaluate and monitor performance indicators; competent in providing technical internal control advice on military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and systems administration; skilled in providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Airmen, Civilians, and Vendors; competent to review and analyze pay accounts and knowledgeable of tax issues involving legislative rulings; or pay allowances and entitlements, or incentive and bonus pay circumstances.
