These job openings are in the in the Bureau for Global Health (GH), Office of Professional Development and Management Support (GH/PDMS) U.S. Agency for International Development (USAID).
The incumbent performs a wide range of crosscutting and complex duties in the areas of management analysis, facilities management, budget formulation and execution, and human resources management and will serve primarily on one of two teams: personnel administration or logistics support.
Duties
Serves as principal advisor to an important agency organization on all administrative management matters associated with programs and operations.
Develops, coordinates, and implements administrative/management procedures and methodologies to facilitate the mission of the Office.
Provides expert advisory, consultative, and technical services to agency program and line managers on a broad range of Human Resources issues that involve complex and controversial issues.
Drafts and processes all personnel actions, tracking them through the various administrative levels of the organization.
Processes security clearance actions, to include but not limited to initial investigations, revalidations, clearance upgrades and downgrades.
Oversees all administrative management matters related to supplies, property, office moves, and general services delivery.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.

Qualifications
Specialized Experience:
GS-09: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-GS-07 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:
Drafting correspondences, recommendations, reports, and memoranda's related to management and administrative programs and issues;
Explaining policies and procedures promulgated by the office after obtaining clarification from senior employees; and
Using office technology such as personal computers to include programs not limited to Microsoft Office, Adobe Professional, Google suite, video conference scheduling, and correspondence tracking systems.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.-OR-A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-GS-09 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:
Applying administrative procedures to maintain various systems;
Handling travel arrangements and other administrative functions for staffing requirements within the organization; and
Analyzing information to make recommendations to resolve conventional problems in the areas not limited to workflow, work distribution, staffing, performance appraisal, and office and program support services, such as security, facility access.

Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.-OR-A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience.
