You will serve as a INFORMATION TECHNOLOGY SPECIALIST (INFOSEC/SYSADMIN) in the Information Management & Information Technology Department (IM/IT) of BUREAU OF MEDICINE AND SURGERY.

Duties

You will monitor and ensure compliance with contracts and business rules as outline by Department of Defense and Navy policy. You will work with subordinate commands to formalize, plan, and execute new requirements and engage with external organizations to escalate issues to as needed. You will oversee and manage acquisition and configuration management, order new network seats, track orders, asset management and request changes to existing services. You will compile and monitor task orders for each fiscal year, to include managing the acquisition life cycle of IT services under the NMCI environment for Navy Medicine. You will serve as technical POC and NMCI network subject matter expert, which includes overseeing seat service delivery deployment to commands. You will contribute to policies, taskers, and leadership briefings related to cyber threats, vulnerabilities for ensuring the integrity of BUMED data, systems and the connectivity to other agency systems. You will resolve daily operational issues, troubleshoot assistance, data call support, and communicate guidance.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Position is required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2

Qualifications

Position is designated a Cyber IT/Cybersecurity Workforce position in specialty area System Administrator (451) & Information Systems Security Manager (722). Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled by demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Identifies IT capabilities shortfalls, providing leadership with proposed recommendations on how to resolve the gaps and risks. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provides technical expertise to assess the performance of IT assets supporting command operation. 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Attends and makes substantive contributions to discussions during meetings, conferences and workgroups. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Troubleshoots and diagnoses system failures to isolate the source of the problem. *In addition to my experience demonstrating the four competencies above: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing programs and oversight of all Navy network activity within the Navy Medicine enterprise such as Navy Marine Corps Intranet (NMCI) network, OCONUS network (ONE-Net), and related Secret Internet Protocol Router (SIPR) networks. Procuring information technology services through multi-vendor contracts and environment. Creating, transferring, and managing user accounts for NMCI users, to include assisting command Trusted Agents with trouble shooting account issues. Providing guidance regarding all areas of cybersecurity, privacy, and IT subject areas to include assisting commands with computer networking concepts, protocols and network security methodologies. Reviewing and screening NMCI infrastructure builds and seats delivery (e.g. account maintenance, data backups, maintain system performance, install and configure new hardware/software).
