You will serve as the Deputy Equal Employment Opportunity Officer in the Naval Surface Warfare Center Indian Head Division of Naval Sea Systems Command.
Duties
You will be responsible for providing top-level program guidance and advice to the Commanding Officer and senior leadership team on all aspects of the EEO Program.
You will be responsible for managing activities associated with affirmative employment planning; affirmative recruitment planning; complaints processing; counseling and resolution; EEO training and evaluation; and special emphasis programs.
You will be responsible for managing informal discrimination complaints based on evaluations and information in the complaint.
You will be responsible for coordinating execution of Settlement Agreements obtained through EEO Counseling and/or mediation.
You will be responsible for coordinating with EEO Investigators to obtain responsive documents from Human Resources, supervisors, and employees for formal EEO cases.
You will provide input to Human Resources staff regarding recruitment activities to exchange ideas, solicit assistance, and support the use of diverse candidate sources.
You will conduct research and utilizes data analytics, barrier analysis, surveys, and other tools to assess health of the Command, and associated EEO, diversity and inclusion programs and efforts.
You will provide input, prepare and/or presents data, information, and reports, or analyze reports to draw conclusions and recommendations, such as MD-715, DEOCS, etc.
You will prepare and present an annual assessment and update to leadership on all programs under the EEO Office.
You will partner with Office of Counsel to build a cooperative relationship, ensuring Command alignment on approaches to complaint resolution, information requests and inquiries.
You will provide training and support to supervisors and managers in an effort to mitigate or eliminate systemic, attitudinal, and physical barriers to equal employment opportunities; develops strategies and plans to address those barriers.
You will work closely with the Director of Culture to support a culture of inclusion where all employees are provided equal opportunities to succeed.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11/12) or pay band NT-04) in the federal service or equivalent experience in the private or public sector executing and evaluating a civilian federal equal employment opportunity (EEO) program to include advising on the application of equal employment opportunity (EEO) program requirements and developing strategic initiatives and recommendations for senior leaders.
