This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Position is an Interdisiplinary (Civil Engineer Hydraulics, Physical Scientist or Data Scientist)in the Engineering & Construction Division, Hydraulics & Hydrology Branch, Watershed Hydrology Section, located in Detroit, MI.

Duties

Development, operation, and maintenance of automated retrieval systems to collect data from computer systems operated by other U.S. agencies and Canadian counterparts. Participate in the day-to-day operation of the Corps Water Management System (CWMS) computer systems, including implementation and operation of hardware and software. Conduct hydrologic and hydraulic studies pertaining to the Great Lakes and its outflow channels. Operation of hydraulic routing models used in forecasting of water levels in the connecting channels of the Great Lakes. Prepare technical reports and presentations on projects associated with hydrologic and hydraulic engineering. Attend meetings with various committee members, agencies, or outside interests to explain study/project features, present information, and answer questions concerning project or study. Assist in the planning of projects, development of scopes of work, preparation of government estimates, and participates in negotiations and contract awards. Review and evaluate recommendations of this work and based on their technical findings, prepares the results in final form for inclusion in final reports. Develop and implement analyses to identify or interpret trends or patterns in environmental datasets, including writing scripts for statistical analysis and generation of plots and tables for web reports.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Education: Civil Engineer A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. BASIC Education: Physical Scientist 1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR 2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. BASIC Education Data Scientist: A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: I have one year specialized experience which includes: 1.) applying physical sciences, engineering principals and/or mathematics/statistical methods to build, maintain, and analyze hydrometeorological, geospatial, and/or hydrologic datasets; 2.) generate tables, graphics and/or plots for scientists, engineers and/or stakeholders; 3.) utilize current computer and networking equipment, including servers, websites, system security, computer automation, relational database management systems and/or other data management systems to support civil works or water management missions; 4.) program and script in UNIX and/or LINUX operating environments; 5.) write procedural documentation (memorandums, standard operating procedures, how-to-guides, or annotating with comments in code); and 6.) communicate and work with others in a team environment, including use of computer technology terminology to coordinate with information technology specialists and higher-level leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.) OR Specialized experience as described in above, but less than one year; and I have at least two years of graduate education as described in above, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
