This position is organizationally aligned under the Engineering Service at the Jesse Brown VA Medical Center, Chicago, IL. (537) - a Level 1b Complexity VHA Facility. The primary purpose of this position is to serve as a Construction Control Representative and perform CAD operator duties. The Construction control representative positions ensure adequate inspection and control or monitor construction operations.

Duties

Maintains all facility master floor plans by utilizing AutoCAD drafting and editing techniques. Prepares, develops, and reviews all engineering CADD (Computer-Aided Design Drawings) drawings, plans, sketches, specifications, equipment schedules and other references applicable, or pertaining to, each project to assure the final design drafting product is acceptable for contract award. Develops design plans, equipment schedules, drawing sections, construction details, floor plan views, site plans and other common drawings for each project to show detail, complexity, size, and unique features necessary for construction. Maintains record drawings of all Jesse Brown VA Medical Center building structures and grounds utilizing AutoCAD programs. -Participates in design review conferences, reviews preliminary plans and specifications prior to advertisement for practicability. -Attends and participates in pre bid conferences to orient and inform bidders as to features, requirements, and special conditions. -Reviews final plans and specifications for construction feasibility and practical accomplishment and interprets technical portions for other participants. -Reviews correspondence and reports on construction status and progress. -Reviews or initiates proposed changes in contract requirements and makes recommendations for desirability, construction feasibility, and reasonableness of costs. -Decides matters such as suitability of completed work, adequacy of construction equipment, practicability of construction operations, reasonableness of schedules and estimates, adequacy of inspection and control procedures, end effectiveness of earth placement procedures. -Uses a variety of guidelines, manuals, and standard reference materials to prepare documentation and sketches or contract changes. -Estimates costs or modifications, materials, and equipment, evaluating conditions at the work site, field measurements, computations, and local prices. -Negotiates changes with contractor's representatives and presentation of data as basis for substantiating contract modifications. -Prepares progress reports and computations sheets from bid breakdown. -Assures all work under contract provisions has been completed and that no deficiencies exist. -Confers with co-workers on problems of control, administration, and safety. -Uses judgment and initiative reviews specification packages, design drawings, and independent government cost estimates for bid ability and constructability. -Participates in contract negotiation to modify existing terms. -Arranges meeting with contractor and participates in negotiation of these adjustments and prepares cost estimates in connection with approved claims. -Performs other related duties as assigned. Preferred experience: at least 2 years of CAD experience. Must be able to manage and update drawings/floor plans. Qualifications

To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. All non-facility applicants must meet all requirements by the closing date of this announcement, 08/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Basic - Individual Occupational Requirement (IOR): Specialized Experience GS-5 grade level: The following is the specialized experience required to meet the basic requirement for this occupation. Engineering and or technician or surveying technician performing work directly related to construction. OR Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship and insuring adherence to safely requirements. OR Supervisor of craftsperson, equipment operations, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. OR Education GS-5 grade level: Successful completion of a full 4-year course of study leading to a bachelor's degree with a major study in an appropriate field of engineering, construction, or industrial technology, or that included at least 24 semester hours in any combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction or engineering technician work such as electricity, material testing, or engineering mechanics. Transcripts Required In addition to the Individual Occupational Requirement as stated above the following is the experience or education requirement to qualify for this position at the GS-11 level. Specialized Experience: At least one (1) full year of experience equivalent to the GS-10 level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. For this position, specialized experience consists of: Engineering and or technician or surveying technician performing work directly related to construction; Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship and insuring adherence to safely requirements; Supervisor of craftsperson, equipment operations, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. --OR-- Substitution of Education for Specialized Experience: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, obtained in an accredited college or university which may be substituted for specialized experience to qualify for this GS 11, Construction Control Representative position if such education demonstrates the knowledge, skills and abilities necessary to do the work of the position. NOTE: Transcripts Required. --OR-- Combining Specialized Experience and Education: Equivalent combinations of education at the Ph.D. level and specialized experience directly related to the work of the Construction Control Representative position as described above may be used to meet the experience requirement for the GS-11 position. NOTE: Transcripts Required. Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring, bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites. Duties will require climbing ladders, working on scaffolds, performing inspections in tiring and uncomfortable positions. Working Conditions: The incumbent is required to work both inside on hard concrete surfaces and outdoors on uneven surfaces in all types of weather conditions. Work involves regular and recurring exposure to moderate risks and discomforts, such as dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery, moving machinery; or outdoor conditions involving moderate exposure to rain, cold/hot weather, icy streams, and rivers. The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective items of clothing.
