This position is located at the Phoenix VA HCS Medical Center and provides critical technical oversight and program support necessary to sustain and continuously improve telehealth operations throughout the medical center. A comprehensive knowledge of software programs of other services (i.e. Annie App, My VA Images, VA Video Connect, Virtual Care Manager, and Telehealth Management Platform) for training of all service staff in needed due to the interrelation of the Connected Care programs.

Duties

The Veterans Health Administration (VHA) supports the provision of patient care using telehealth technologies which increase a Veteran's access to care and support a Veteran's self-management. This includes developing and delivering virtual and digital technologies which help Veterans communicate synchronously and asynchronously with their health care teams and coordinate, track and manage their health care. These technologies may include, but are not limited to, Clinical Video Telehealth (CVT), Store and Forward Telehealth (SFT), Video Conferencing, VA Video Connect (VVC), VA Mobile, My HealtheVet (MHV), Home Telehealth (HT), and other telehealth applications. These technologies are used to deliver care to Veterans located at various institutional and non-institutional settings, such as the Department of Veterans Affairs Medical Centers (VAMCs), Community-Based Outpatient Clinics (CBOCs), State Veteran Homes, Vet Centers, homeless shelters, Indian Health Services (IHS) clinics, Department of Defense (DOD) facilities and other affiliated organizations as well as directly to Veterans in their home. The position provides high level support, training, and advanced management of telehealth operations and is typically stationed at a clinical care delivery site (VA Medical Center, CBOC, VA Outreach Clinic, etc.); with duties that may require travel. In addition to the full-performance level duties of a Health Technician (Telehealth Technology Manager), the incumbent will be involved in developing and making complex assignments and program management. The incumbent supports clinical data for telehealth store and forward applications, managing real time clinical telehealth events, providing established patient education, and providing technical and administrative support of telehealth operations. Additional responsibilities will include: evaluating telehealth operations and supporting performance improvement efforts, providing technical support to end-users, scheduling simple and complex intra-facility and inter-facility telehealth appointments, installing, configuring, maintaining, and troubleshooting technology, and performing a variety of program support duties as assigned. The activities of the incumbent are governed in accordance with relevant VHA, VISN and facility regulations, standards, and guidance including telehealth operations manuals, guidelines, and specialty supplements. These activities shall be consistent with national, VISN, and facility level policies and procedures; and support national, VISN, and facility strategic goals. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all the following KSAs: 1 Ability to perform the full range of duties which includes responsibility for coordinating work to be performed from multiple elements (IT, Healthcare Providers, Veterans, etc.) to support the Telehealth Program. 2 Ability to plan, organize, and coordinate clinical workflow and set short and long-term goals for the program. 3 Ability to work independently, to set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions to optimize quality, efficiency, performance, and productivity within the service. 4 Ability to develop policy, manage equipment requests, and provide workload analysis. 5 Knowledge of all Connected Care programs and operations. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. One year of experience in a health care field equivalent to the GS8 level that demonstrates the applicant's ability to perform the work or provides an understanding of the work such as but not limited to a medical or clinical assistant (or technician) or health technician. Must be proficient in spoken and written English. OR Education: Successful completion of two academic years above high school with a minimum of 12 semester hours related to health technician/assistant or health technician (optometry)/assistant or associate degree, or completion of an independent study course in an optometry related technician or assistant field; OR Experience/Education Combination: Equivalent combinations of experience and education are qualifying. Examples are listed: (a) Six months of experience in the health care field and two years of education above high school that included at least six semester hours in health care related courses such as, biological science, surgical technician courses, nursing assistant or other courses related to the position; or an associate's degree in a health care related field. (b) Six months of experience in the health care field and successful completion of a course for health care technicians, hospital corpsmen, or medical service specialists given by the U.S. Armed Forces. Grade Determinations: Applicants must have at least 1 year of experiences as a Health Technician (Telehealth Technology Manager) equivalent to the lower grade level (GS-08). In addition, the candidate must demonstrate the following: Experience. One year of experience in a health care field that demonstrates the applicant's ability to perform the work or provides an understanding of the work such as but not limited to a medical or clinical assistant (or technician) or health technician. Demonstrated Knowledge, Skills and Abilities. In addition to the experience above, the candidate must demonstrate all the following KSAs: (a) Ability to perform the full range of supervisory duties which includes responsibility for assignment of work to be performed, performance evaluations, selection of qualified staff, and recommendations of awards, advancements, and when appropriate disciplinary actions. (b) Ability to plan, organize, and coordinate clinical workflow and set short and long-term goals for the program. (c) Ability to work independently, to set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions to optimize quality, efficiency, performance, and productivity within the service. (d) Ability to develop policy, manage equipment requests, and provide workload analysis. (e) Knowledge of all Connected Care programs and operations Grade Determinations: This position is above the full performance level at GS 9 only.
