This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters (EERE), Department of Energy. As a Senior Impact Evaluation Specialist, you will be responsible for the impact and process evaluation and monitoring of energy programs inclusive of research and development (R&D), technology demonstration, and deployment investments.

Duties

As a Senior Impact Evaluation Specialist, you will: Serve as senior member of the EERE evaluation team to ensure that the EERE offices and program management staff utilize all appropriate evaluation methods and tools to successfully generate information to document the causal effects (impacts) of program investments and identify continuous program improvement opportunities. Be responsible for planning, overseeing, managing, coordinating, implementing, and evaluating the execution and operation of the impact evaluations. Conduct evaluations with respect to federal government policies (e.g., Privacy Act, the Paperwork Reduction Act, and the foundations for Evidence-Based Policymaking Act of 2018). Utilize knowledge of experimental randomized control trials, quasi-experimental methods, mixed methods, participatory methods, and rapid appraisal, among many others, and identifies validity threats in quantitative research and approaches to eliminate or mitigate them. Provide expert review and advice to EERE staff and Offices planning evaluations.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 level. Specialized experience for this position is defined as meeting ALL of the following: Advising on, scoping, conducting, and reviewing formal retrospective impact evaluation studies. Applying statistical methods and data collection best practices in the conduct of impact evaluations. Publishing and disseminating impact evaluation studies, documenting the results of programs and identifying improvement opportunities. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
