The primary purpose of this position is to lead three or more workers in performing the movement of originating, terminating, and transiting passengers and their baggage, basic force protection measures information, passenger screening and terminal security by providing counter service, transportation and services associated with air transportation.
Duties
Passenger Service Counter Functions: Leads three or more workers in performing the movement of originating, terminating, and transiting passengers and their baggage by providing counter service, information, transportation, and services associated with air transportation (premanifested and opportune airlift).
Flight line Operations: Transports passengers to and from aircraft on 29 and 44 passenger buses, assists passengers boarding and deplaning aircraft, performs additional requests for distinguished visitors.
Passenger Processing: Sets up flight for passenger processing. Ensures counter is ready for processing and money tray is signed out and available.
Vehicles: Operates 29 passenger bus. 44 passenger bus, van, 1-ton truck, step trucks, wide-body step trucks, C5 step truck. I0K forklift, metro, baggage conveyor, 3-ton high lift, and 250 gallon water truck.
Dispatch: Performs section dispatch duties by coordinating with various agencies on flight information, flight setup, meal orders, etc.
Conducts On-the-Job Training (OJT): As a stabilizing force. routinely trains shift personnel and Guard/Reserve personnel on all passenger service processes, tasks, and vehicles.
Baggage Services: Occasionally acts as baggage service representative to connect lost or found baggage to the owner.

- Pass written and practical, evaluation to obtain flight line authorization.
- Must be able to obtain and maintain Secret Security Clearance for restricted area access.
- Pass written and practical evaluation on all assigned vehicles.
- Works an irregular tour of duty to include shift work, weekends, and holidays
- Must posses a valid motor vehicle operator license. Required to obtain Government Motor Vehicle Operator's Permit and Andersen AFB Flight line Certificate of Competency.
- Key position. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent (con't)
- Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- A pre-employment physical examination will be required.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Transportation Clerk and Assistant Series, 2102.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of standardized transportation regulations. procedures. and operations related to passenger servicing and processing required in screening travel documents to determine or verify entitlement or authorization for personnel and/or family member travel. Knowledge of established transportation or traffic management rules to perform a fullrange of transportation support duties such as (1) receiving, processing, and manifesting passengers (2) controlling the movement of passengers by utilizing pre-manifest or opportune airlift (3) providing counter service and information to passengers arriving transiting, or departing this port and ( 4) providing incidental transportation and services for passengers and baggage associated witl1 air transportation. Knowledge of frequently used and clearly stated regulations to respond to a range of recurring questions from agency personnel. customers and others.

EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of transportation instruction, regulations, policies, procedures and periodic messages.
2. Knowledge of GATES computer system.
3. Ability to physically lift 75 pounds.
4. Ability to safely operate a range of assigned vehicles.
5. Ability to communicate effectively. Ability to respond to a range of recurring questions from military, civilian and retired military customers.
6. Skill in providing excellent customer service.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
