The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is required for success in the field.
Duties
Individuals selected follow a formal individual development plan for two years during which they are trained, coached and supervised by a preceptor who is a subject matter expert within the career field/job specialty. Trainees must remain at the hiring grade level for a minimum of one year. The position is intended to provide experience, and both formal and on-the-job training (e.g., in various policies and directives, operations and practices in the Supply Chain Management to include expendable materials and supplies, capital equipment and personal property [non-expendable equipment], acquisition and purchasing, and acquisition program support). However, the main objective of the TCF Program is to have the trainee placed at the hiring facility; to replenish technical staff in critically identified areas. Due to unforeseen circumstances, a mobility agreement is required to protect the employee as well as the agency. Selectees will be required to sign Mobility, Training, and Continued Service Agreements.

The Technical Career Field (TCF) Trainee will serve as an Inventory Management Specialist for the Supply Chain Office located specifically at the San Francisco Veterans Affairs Health Care System in San Francisco, California. The Technical Career Field (TCF) represents those technical fields where VA-specific knowledge and experience is desirable for success in the field. The individual who is selected will follow a formal training plan for two years during which he/she is trained, coached, and supervised by a TCF Preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training, and the suitability of their facility as a training location.
This is a developmental position leading to a GS-9, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
The Inventory Management Specialist (TCF) will serve in a developmental assignment, which is designed to provide the knowledge, skills, abilities, and experience to perform the full range of routine and non-routine assignments with a high level of independence. Duties include, but are not limited, to the following:
Evaluates requirements for assigned inventory items, capital asset planning, and performance management. Learns to use various established and commonly applied inventory principles and tools, concepts, and methodologies to determine evaluate inventory system performance.
Becomes familiar with concepts and tools used to evaluate lifecycle, fluctuations in usage rates, cost, availability for established suppliers, alternative sources of inventory and other similar conditions.
Becomes familiar with practices and procedures for procurement of services, equipment, and material. Learns what data/information is needed to conduct analysis for acquisition planning associated with services, expendable supplies / materials, and capital equipment.
Develops an understanding of methodologies used by acquisition/purchasing personnel in developing requirements, utilizing mandatory sources and standardization of sources.
Queries various databases to obtain adequate and pertinent data on which to base decisions on item descriptions and end item applications.
Becomes familiar with adjusting account records to reflect routine interventions required by changes in usage rate, pricing, additional vendors, and other similar activities.
Becomes knowledgeable of programs for return and reutilization of equipment.
Learns to use well established and commonly applied inventory methods to and associated systems and databases that are employed for records maintenance for personal property.
Becomes familiar with procedures and practices used for disposal of surplus or excess property in accordance with specific agency directives and procedures.
Becomes familiar with how to analyze stock levels and usage history to determine calculation of funding levels and how this information is used to develop budget plans for assigned inventory.
Learns a variety of inventory principles, concepts, and methodologies to evaluate status of funds available to execute annual inventory program. Learns analysis techniques and how to coordinate and manage various categories of material.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
These applicants must have held the GS-07 grade or higher for a year in order to meet this requirement for the GS-05 level of this vacancy.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-07- Specialized Experience:
You must have one full year of specialized experience equivalent to the GS-05 level in the Federal service that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Qualifying specialized experience includes: managing a variety of expendable items and durable medical equipment; forecasting short and long range inventory needs; analyzing inventory management reports and the effectiveness of various options proposed to provide supply support; utilizing automated inventory management systems to maintain current inventory data; researching and analyzing information to resolve questions and issues, and implementing federal and agency programs for the return and reutilization of medical supplies. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment.
