The selectee of this position serves as a IT Project Manager. You will be responsible for directing and managing USMS technology projects. This includes the design, documentation, development, modification, testing, implementation and support of new or existing applications supporting the USMS nationwide.
Duties
As a IT Project Manager at the GS-2210-13 level, some of your typical work assignments may include:
Ensuring proper application of Systems Development Life Cycle (SDLC) and Information Security/Information assurance policies;
Applying risk management methodologies and appraising systems to ensure they satisfy agency needs and that are consistent with government guidelines and standards;
Overseeing a project team's daily work activities; managing resources, milestones, estimates and actuals for project; and utilizing knowledge of project execution to monitor and control practices for configuration management;
Preparing documents to present technical information for key officials and stakeholders; coordinating a written summary of lessons learned process; and responding to questions from a variety of stakeholders; and
Providing technical advice, guidance and assistance on applications software projects for senior management; and providing consultation to management, contractors, and other personnel at various levels in the organization regarding IT programs.
Qualifications
GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-2210-13 level, if you fulfill one of the following qualifications:
Basic Requirement: All applicants must meet the following basic requirements.
Experience Requirements: You must have IT-related experience in each of the following four competencies listed below which must be supported by the information contained in your resume and other application materials.
ATTENTION TO DETAIL: Is thorough when performing work and conscientious about attending to detail.
CUSTOMER SERVICE: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
ORAL COMMUNICATION: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
PROBLEM SOLVING: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the Basic Requirement described above, you must have the Specialized Experience described below.
You may qualify at the GS-2210-13 level, if you fulfill the following qualifications:
Specialized Experience: You must have at least one year (52 weeks) of specialized experience equivalent to the GS-12 level in the Federal service which demonstrates: 1). Defining project scope, goals, and deliverables in collaboration with senior management and stakeholders; 2). Analyzing and refining systems requirements and translating those requirements into applications prototypes; 3). Coordinating with the project management offices to transition new capabilities to operating environments; and 4). Managing and presenting briefings and recommendations on project deliverables and milestones for IT projects.. Physical Demands: The work is primarily sedentary, but the incumbent is required to move computer equipment weighing up to 25 pounds.
