The Program Specialist for Nursing Service works under the Supervision of the Chief Nurse, Professional Staff Development located at the Cincinnati, OH Department of Veterans Affairs Medical Center.

Duties

The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. Major Duties: Responsible for planning, implementing, controlling, supporting, and coordinating all administrative functions of all assigned Nursing Service programs. Administering the VA tuition assistance program at the facility including the Employee Incentive Scholarship Program (EISP), National Nurses Education Initiative (NNEI), and VA National Education for Employees Program (VANEEP). Responsible for committee management; budget forecasting, allocation, disbursement, execution, analysis, and reconciliation for current funds and redistribution of previous year funds. Managing the VA-STEP program through submitting proposals in accordance with established procedures, assisting with coordinating reviewing student online applications, recruitment, selection, placement, and training program participants, submitting reports and documentation for virtual and on-site program reviews. Collaborates with accredited schools/colleges/universities to ensure students receive credit for their participation in the VA-STEP program. Supports the Nursing Educators with organization and preparation for Nursing Orientation. Will also work with members of Nursing Service, Human Resources, and various other clinical departments to organize and facilitate Nursing Orientation to ensure that all nurses entering their work areas have met organizational requirements. Conducts satisfaction surveys, identifies areas for improvement, and provides suggestions for improvement. Collects and analyzes data related to the various programs' current and ongoing successes or failures. Collects, compiles, and tracks statistical information in support of the project or process improvement. Provides management with reports, evaluated information, improvement recommendations, budgetary proposals, and similar products necessary for effective direction or project operations. Serves as the administrator and manages various portals and databases for Nursing Service. Serves as the AcuStaf power-user. As the power-user s/he is the expert user and resource for Nurse Mangers and new AcuStaf users. Incumbent works closely with the Vendor to develop reports necessary for Nursing Service Leadership to assess the efficiency of Nursing staffing. Generates reports as required to determine overtime expenditures and validates unit overtime usage reports. The incumbent collects, compiles, and/or tracks data and statistical information in support of Nursing Service. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Examples of Specialized Experience would typically include, but are not limited to: Knowledge of a full range of programs to ensure compliance with established policies, practices, procedures, and controls. Ability to evaluate carry out program objectives and carry out activities involved with Nursing Service and facility programs. Knowledge of Agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating program events, milestones, and accomplishments. Knowledge of management analysis principles and concepts; a thorough knowledge of the medical facility mission, functions, goals, and objectives, organizational structure and individual program responsibilities, and relationships with outside organizations, schools, and colleges in order to build relationships and conduct evaluations regarding operations and activities. Ability to identify problem and potential problem areas based on daily observance or studies; analysis and measure the effectiveness, efficiency, and productivity of administrative programs; and develop written and oral recommendations for improvement. Knowledge of fiscal procedures and techniques of data analysis. Knowledge of VA policies and procedures regarding budget.
