This position is a Senior Attorney advising Agency leadership on all legal aspects of Federal real property use, development, policy, management, partnerships, and disposition, including related commercial transactions, environmental compliance, fiscal matters, and interagency relations.

Duties

Provide legal advice, policy development assistance, and risk assessment in formulating and executing real property programs and operations. Advise on policy, regulation, and legislation related to real property; support compliance with external legal requirements; represent the Agency in litigation; serve as a liaison on legal matters with other Federal, state, and local agencies. Support preparation, negotiation, and implementation of real property transactions such as leases, permits, easements, transfers, and exchanges. Advise on planning and implementation of real property acquisition, construction, utilization, and disposition, including competitive processes for development and use by external partners. Coordinate associated legal support in related areas such as fiscal law, environmental compliance, interagency and commercial partnerships.

Qualifications

Basic Requirements for all grade levels: You must possess a Juris Doctor (J.D.) or Bachelor of Laws (LL.B.) degree from a full course of study at a law school accredited by the American Bar Association; be an active member in good standing of the bar of any state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico; and have been admitted to practice law before a state or federal court. GS-15: To qualify at the GS-15 level:you must meet the basic requirement for all grade levels (as outlined above). In addition, one of the following requirements must be satisfied: One year of directly related specialized experience equivalent to the GS-14 level: Planning, negotiating, and implementing real property transactions such as leases, permits, easements, transfers, and sales, preferably in Federal and commercial settings; Advising senior clients on complex legal matters, large-scale real property projects, and risk assessment; Advising on compliance with Federal and state requirements for matters such as commercial development, environmental compliance, and historic preservation. OR A graduate law degree (e.g., Master of Laws/LL.M.) and 1 year of professional legal experience equivalent to the experience described above.
