The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager; it is not a continuing position, assignment duration is NTE 36 months.

Duties

DUTY 1: Performs career-broadening assignments/duties in the areas of Digital Engineering, Defense Standardization Program, Airworthiness, and test infrastructure investment and modernization to determine the business and technical needs of customers in the acquisition, development, or sustainment of weapon systems, sub-systems, support systems, equipment items, or an equivalent product. Applies expert knowledge and mastery of advanced engineering theories, principles, concepts, standards, and methods to ensure assigned projects remain consistent with program objectives, costs, schedules, performance criteria, and existing policies. DUTY 2: Performs career broadening functions as the organization's systems engineering technical specialist in developing system performance requirements, objectives and integration, and the estimation of time and resources for system design, development, and support. Applies expertise in the field of engineering and extensive knowledge of the assigned functional area to resolve unique or novel problems related to design and development engineering. Plans, analyzes, and evaluates engineering and technical efforts used to define total weapons system/subsystem requirements, translate requirements into design criteria, evaluate alternative design approaches, and develop the system specifications. DUTY 3: Career broadening assignments involve performing complex and comprehensive analyses and uses systematic, disciplined, quantifiable approaches to determine performance objectives and integration issues related to the operation and implementation of system engineering within the organization/enterprise. Implements, develops, and documents policy/process; ascertains needed changes or modifications to methodology, procedures, and/or approaches; and documents requirements. Evaluates procedures and employs innovative techniques and methods to a achieve goals. DUTY 4: Serves as a consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations. Initiates and provides expert technical direction, management, and administration for assigned responsibilities. Serves as the technical expert for the organization and provides status and advisory services to superiors on problems, issues, and projects in assigned program areas. Resolves functional area problems related to assigned programs and projects. Attends meetings, conferences, briefings, and seminars supported programs or projects.

  • PCS travel expenses will be paid IAW JTR and AFMAN 36-606.
  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DPCZA and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
  • May be required to travel by military and/or civilian aircraft in the performance of official duties.
  • May be required to work other than normal duty hours, which may include evenings, weekends and holidays.
  • This is an Acquisition Developmental Position and has been designated as a Systems Planning, Research, and Development and Engineering (SPRDE) Level III position in accordance with DoD 5000.58.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. Basic Requirement for GS-0801 General Engineer: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. AND Specialized Experience: One year of specialized experience for GS-0801-13 which includes expert, unique, complex, and thorough knowledge, expertise in civil engineering principles and practices to solve strategic direction and engineering and architectural theories. Mastery of advanced multidisciplinary engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution, and advisory services. Extensive knowledge of advanced engineering concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve unique or novel problems, conditions, or issues; and significantly alter standard practices, processes, and known techniques. Expert knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems to execute significant projects which represent an important segment of the agency's operating program. Comprehensive knowledge of the principles of planning and program management to execute significant projects which represent an important segment of the agency's operating program. Knowledge of other engineering disciplines, technical design and development project work, and standard acquisition regulations, practices, and procedures. Ability to analyze data and communicate results in oral and written presentations, provide consultative and expert advisory services, and assess the impact of new technology on current systems and processes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services. 2. Knowledge of development engineering methodologies sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment. 3. Knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems. 4. Knowledge of the principles of planning and program management; of standard acquisition regulations, practices, and procedures; and of other engineering disciplines used in support of sustainment, modification, and maintenance programs. 5. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches; to assess the impact of new technology on current systems and processes; and to gather, assemble, and analyze facts, form conclusions, and devise and recommend solutions to problems.
