You will serve as a Contract Specialist at NAVSUP Weapons System Support. You will be part of the Strategic Weapons System (SWS) Division who is charged with supporting the Naval Nuclear Deterrence Mission and the Trident Weapons System on behalf of Strategic Systems Programs. This is your opportunity to be part of the team tasked with supporting the Navy's highest priority operational weapons system.
Duties
You will perform comprehensive acquisition planning, analysis, and negotiation for spare parts acquisitions in support of SSP managed equipment, including all facets of the strategic weapons system.
You will prepare solicitations which involve complex or vaguely defined requirements, and evaluate proposals based upon various factors beyond mere price.
You will be responsible for the negotiation, placement, and administration of NAVSUP WSS Basic Ordering Agreements (BOAs).
You will conduct post-award conferences with contractors to clarify contractual requirements, monitor contractor performance
for potential problems/delays, and advise Team members of item delivery status.

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector utilizing a knowledge of contracting policies and procedures, negotiation techniques, technical requirements, and the contractor's operations to negotiate and definitive contracts/contractual actions for supplies. Examples of specialized experience include: 1) Prepare solicitations which involve complex or vaguely defined requirements, and evaluate proposals based upon various factors beyond mere price; 2) Conduct post-award conferences with contractors to clarify contractual requirements, and monitor contractor performance for potential problems/delays; 3) Perform comprehensive acquisition planning, analysis, and negotiation for spare parts acquisitions in support of managed equipment; and 4) Resolve problems inherent in the contracting and teaming processes and provide training to junior team members..

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
