This developmental position, located in the VHA SLC in the Geriatric Research Education and Clinical Center GRECC in Salt Lake City, UT composes a career ladder structure to the full performance level of Program Specialist, GS-301-09. The primary purpose of this position involves a combination of specialized skills to implement or support GRECC research and the GRECC service. The incumbent is expected to have relevant knowledge and training resulting in a limited degree of independence.
Duties
Duties include, but are not limited to, the following:
Administrative duties that include timekeeping, acquisitions, acting as the liaison between the GRECC and contracting, budget and accounts payable tracking for the GRECC, and other duties as assigned.
The incumbent will perform other duties as assigned to support GRECC administrative functions.
Implement and maintain research protocol(s) and accurate record-keeping to ensure compliance with administrative, data security, and research design policies, procedures and requirements
The incumbent will work closely with the research study staff to complete all duties. In this capacity, the incumbent provides direct support to the Primary Investigators of GRECC related Research.
Manages equipment and performs the annual inventory.
Familiarity conducting clinical research studies which may include: consenting subjects, entering data in database, working with IRBs, writing study protocols, writing abstracts for poster demonstrations, scheduling team meetings, and working collaboratively with a research team.
Communicate with research staff.
Act in accordance with all rules, procedures, and guidelines associated with the VA-funded research studies.
Exercise knowledge of and comply with clinical research science principles, relevant VA policies and directives, data security regulations, rules for the conduct, and professional standards.
Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of an organization's program operation.
Assists in the planning, review, and reporting of data/statistical results of program/project studies.
Establishes protocols for incoming data, organizes computerized data sets, and retrieves computerized data.
Performs a basic analysis of the data and generates a variety of reports. Maintains the SharePoint web site.
Coordinates incoming data from a variety of sources. Reviews documents, reports, and/or applications for omissions and inconsistencies, and ensures information is complete and accurate. Enters pertinent information into an automated tracking system.
Assists with onboarding of any new staff, WOC or Researchers on a Temporary Basis including collecting and inputting all onboarding data.
Processes WOC appointments, working closely with Research office. Manages protocols between University of Utah/VA for IPAs.
The Incumbent tracks approved Grant spending for the Research Department
Complete all documentation related to GRECC related Research in a timely manner.
Effectively manage relationships with staff
The incumbent will primarily be responsible for providing budget guidance and tracking of Research grants.
Incumbent provides program support on a variety of GRECC clinical, research, and
education demonstration projects having time-limited funding for research studies.
Creates purchase orders and obligations, work is checked and help research the grant budgets. Verify that everything is correct order, they enter them in what, they put the acquisition packets together and request the obligation through Vista.
Tracks grant information, IPAS, obligations that, assists with the Administrative Officer of budget
Collaborates with staff and submits supply order requests for Special Projects staying within received funding. (receive funding for a special project then they would put the orders in, and those are sent to the AO to get approved, the approve to be sure the numbers are correct, guide on instructions and the service chief is the certifier)
Works with the service and outside vendors to create and submit acquisitions request to the AO
Incumbent will gather information to generate the annual budget report for the GRECC
Work Schedule: Mon - Fri 8:00 AM - 4:30 PM

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-7 Specialized Experience: You must have one full year of specialized experience equivalent to the next lower grade level (GS-5) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled and 1 full year of graduate level education

superior academic achievement with a bachelors or equivalent graduate degree
OR,
2 full years of progressively higher level graduate education leading to such a degree

LL.B. or J.D.,

3 full years of progressively higher level graduate education leading to such a degree
GS-9 Specialized Experience: You must have one full year of specialized experience equivalent to the next lower grade level (GS-7) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes collecting data and monitoring protocols for research studies; maintaining research study records and databases; tracking research study timelines and milestones; and drafting detailed summary reports for presentations. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.

Physical Requirements: There are no unique physical demands other than the ability to work under frequent telephone and/or personal contact interruptions by staff, veterans, families, and visitors. Most of the work is sedentary, but some mobility is required such as walking, standing, bending, lifting and carrying light items such as books, papers, and files. Occasionally, some mobility via either shuttle bus or car may be required between divisions.
