Duties

This position is located in the Law Enforcement (LE) Liaison Section, Flight Programs Branch, Flight Operations Division, Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). The LE/FAMS promotes public confidence in our Nation's civil transportation systems through effective risk-based strategic deployment of Federal Air Marshals "FAMs" and other (LE/FAMS) resources in both air-and land-based mission assignments aboard U.S. air carriers, and in airports and other transportation modes within the Nation's general transportation systems. As the Supervisory Air Marshal in Charge (SAC), the incumbent will perform the following duties: Serves as the Supervisory Air Marshal in Charge (SAC) managing day-to-day operations for the Aviation Law Enforcement Liaison Section. The SAC is one of the primary points of contact (POCs) for cultivating stakeholder relationships with domestic and international partners and their support for LE/FAMS inflight law enforcement operations. The SAC is the focal point for LE/FAMS participation on the international Inflight Security Officer Committee and leads the Studies, Research and Analysis team which performs inter-disciplinary analysis to support all aspects of Flight Operations Division. The SAC: Supports the law enforcement mission of the Transportation Security Administration (TSA) by maintaining relationships with international, Federal, state and local governments, law enforcement, and organizations associated with the transportation community, as well as foreign embassy staff located at home and abroad. Directs daily activities and staff to include the International Liaison Unit, the Air Carrier Unit, the Armed Security Officer Program Unit, Passports and Visas Unit, the Law Enforcement Liaison Unit, to include the Law Enforcement Officers Flying Armed program, and TSA's Special Events Coordinator (SEC). Works, in collaboration with TSA's Office of Chief Counsel (CC), TSA's International Operations (IO), the U.S. Department of State and DHS International Liaison representatives to negotiate and obtain host country agreements that permit FAMs to arrive and depart international locations. Maintains LE/FAMS primary liaison efforts with TSA's office of Policy, Plans, and Engagement. Leads LE/FAMS efforts with the International In-Flight Security Officer Committee (IIFSOC), which is an international Association of the leaders of in-flight security officer units. Overseas the Assessments and Evaluations team, which provides continual assessments of inflight business and scheduling practices, identifying associated risks, and providing recommendations for improvements with a focus on internal controls. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. Supervisory/Managerial responsibilities include: strategic planning, communicating the organization's vision and objectives; setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organization units, managers, and employee. Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Leading aviation law enforcement programs in a geographical-dispersed organization; Providing guidance and making recommendations to aviation law enforcement laws, regulations, policies and procedures; Providing law enforcement briefings and reports; and Applying the provisions of the Aviation Transportation Security Act (ATSA) and demonstrating executive level experience in aviation domain law enforcement issues and operations. LAUTENBERG AMENDMENT: This position may require the selectee to carry a firearm. Any person who has been convicted of a misdemeanor crime or domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g) (9)). A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement, or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by applicants is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001). Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
