Duties
As a Lead Management and Program Analyst you will:
Analyze and evaluate the management practices and methods, and administrative operations of substantive organizations and complex functions.
Provide expert analysis and evaluation of work processes and policies, management practices and work operations taking into full consideration complex legislative, programmatic and management issues and problems.
Review and evaluate managerial policies and procedures to determine gaps, where additional guidance is needed and analyze the impact of new or proposed legislation on agency operations.
Formulate and recommend additional policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations.
Advise managers and program officials on policies and procedures including actions to be taken to accomplish work in accordance with established requirements.
Compile data and prepare complex administrative and management reports that emanate from the Department or high echelons in the organization.
Perform a variety of duties related to special projects that involves attending confidential management meetings where labor-management relations matters are discussed.
Serve as a contracting officer technical representative on contracts of an administrative nature and contractor support for the conduct of large studies.
Participate in the budget formulation process, presents, executes, and analyzes organization's annual resource requirements.
Interpret and translate new and existing congressional guidelines relevant to line programs.

Applicants tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative applicant drug test result. In order to demonstrate commitment to the HHS goal of a drug-free workplace and to set an example for other Federal employees, employees not in a testing designated position may volunteer for unannounced random testing by notifying their Drug-free Federal Workplace Program Point of Contact upon hiring.
Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience analyzing, evaluating, developing, and/or implementing workforce management plans; conducting complex workforce data analysis and demographic studies to identify gaps; and experience with training and career development activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
