Duties
As a OPERATIONS OFFICER at the GS-0301-13/14 some of your typical work assignments may include:
Responsible for overseeing and managing support to combatant commands to counter and deter Weapons of Mass Destruction (WMD), adversary networks, and Strategic Competition.
Supports the Operational Effects Division (OPX) Chief to coordinate, enable and synchronize capability development and management.
Maintains a deep understanding of both DTRA and the supported commands' mission, operations, plans, and priorities in order to develop plans and tools to enable support for CWMD, counter proliferation, and emerging threats operations.
Identifies opportunities, anticipates supported commands' requirements and ensures effective dialogue, feedback and Agency follow through.
Coordinates, synchronizes and stewards support to plans, and operations.
Advises supported commands regarding how adversaries may affect their areas of responsibility/mission.
Provides expert advice on all operations, and contract and financial management pertaining to capability development and management to DTRA supported leadership and staff, officials of other units or organizations, and senior leadership.
Makes decisions independently and informs senior leadership on any work-related personnel support issues.
Prepares reports, correspondence, and presentations in order to provide operations solutions in response to combatant command and interagency requests for support.
Manages and oversees a team of military, government civilian, and contractor personnel to achieve mission requirements.
Supports team work exercises, coaches, and facilitates the selection and application of problem solving techniques or work methods.
Assists in identifying solutions, priorities, and organizing the team to accomplish the work.
Supports guiding the Division in assessing its strengths, weaknesses, explores alternatives and determines process improvement strategies.
Interprets and recommends policy, organization, and operational procedures regarding DTRA mission operations and support to combatant commands and interagency partners.
Reviews matters of Command-wide significance to ensure that procedures, processes and operational plans are in accordance with the assigned policies and plans of the Director.
Ensures leadership is continuously apprised on matters relating to the operational effectiveness of OPX supported efforts.
Ensures the organization is in compliance with all policies and directives to include DoD, Director, Joint, Air Force, Army, Navy requirements, and Chairman, Joint Chiefs of Staff Instructions/Manuals (CJCSI/Ms).
Participates with other senior leaders in setting organizational goals and operational support objectives.
Assures development and establishment of adequate internal control systems.
Coordinates the accomplishment of major projects and has the responsibility for ensuring DTRA support complies with supported command policies and plans.
Assures appropriate action is taken to correct any problems or deficiencies.

- Will be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Will be required to travel on military and commercial aircraft.
- Work will require travel away from the normal duty station (up to 10% of the time) CONUS/OCONUS.
- Subject to pre-employment drug testing and periodic drug testing thereafter.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Experience with agency goals and objectives, emerging threats, programs, missions, and functions to perform comprehensive analysis and studies in assigned areas of responsibility.
Experience with key personnel and lines of authority within an agency to effectively manage administrative matters and activities and the flow of information.
Experience with pertinent laws, regulations, policies, and precedents applicable to administrative and management within the area of responsibility.
Experience with program and project management theory, principles, and techniques.
Experience with analytical processes, to include the ability to plan, develop, and present objective studies, reports, analyses, and recommended courses of action to senior decision-makers.
Experience with communicating both orally and in writing in order to express ideas, concepts, methods, analyses, evaluations and recommendations in a lucid, logical and convincing manner, to a variety of audiences including management, professional, technical, and administrative at all organization and hierarchical levels with equal facility and clarity.

You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Experience assisting with emerging threats, programs, missions, and functions to perform comprehensive analysis and studies in assigned areas of responsibility.
Experience assisting with lines of authority for an agency to effectively manage administrative matters and activities and the flow of information.
Experience assisting with analytical processes, to include the ability to plan, develop, and present objective studies, reports, and analyses.
Experience assisting with communicating both orally and in writing in order to express ideas, concepts, methods, analyses, evaluations and recommendations to a variety of audiences including management, professional, technical, and administrative.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
