The Deputy Executive Director for Mission Support and Chief Financial Officer (DEDMS/CFO) assists the Executive Director in overseeing all day-to-day operations for FirstNet Authority. The DEDMS/CFO will provide key leadership of the support functions for the organization, to include but not limited to HR, IT, finance, internal controls and risk management, administrative services, and provides key direction and leadership over the authority's financial assets and resource management functions.
Duties
The Deputy Executive Director for Mission Support and CFO will:
Assist the Executive Director in the oversight of the day-to-day operations of FirstNet Authority including the coordination of policy teams and projects.
Direct a staff of highly-skilled, multi-disciplinary professional and support personnel who oversee critical mission support functions such as budget, HR, IT, facilities, etc.
Provide accurate and timely reporting to the Executive Leadership of FirstNet Authority, and provide leadership in the development and implementation of the policies and strategies as directed by the Executive Leadership of FirstNet Authority.
Analyze, develop and ensure the execution of a broad range of difficult, politically sensitive, and complex issues requiring policy acumen, business savvy knowledge.
Operate with the highest standards of appropriate corporate and federal governance.
Ensure that a process to regularly deliver a well-balanced report of risks and issues is developed and implemented so the Executive Leadership of FirstNet Authority and board members can engage, support, and provide oversight.
Operate under the requirements of NTIA and the Department of Commerce in carrying out FirstNet Authority business.
Represent FirstNet Authority in all matters related to financial policy and in the presentation of budgets and financial reports to NTIA, the Department, the Office of Management and Budget, Congress, and the public.
Provide oversight of all resource management activities under FirstNet Authority including: formulation and execution of budgets, financial operations, internal controls, management reporting, and audit management.
Develop and/or oversee the implementation of programs and processes that ensure robust monitoring of financial transactions and budget execution to achieve complete compliance with applicable laws and relations as well as internal and external policy.
Provide leadership in budget proposal and/or justification efforts, advising senior leadership on funding strategies and novel solutions to new or unique programmatic funding requirements.
Oversee accurate allocation of costs among budget accounts and evaluates proposals for reprogramming of funds, advising managers and bureau leadership on all appropriate compliance measures and ensuring that approved transfers of budget authority between budget accounts is consistent with reprogramming regulations.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Professional/Technical Qualifications:
Demonstrate knowledge and experience leading critical management and mission support functions and developing and implementing long-range strategic and operational plans for those functions.
Demonstrate expert knowledge of and experience of financial management to include budget development and execution, accounting, and financial management controls.
Demonstrates ability to effectively communicate, build and maintain trusted business partnerships (both internal and external), and collaborate across organizational boundaries to deliver outstanding customer service, respond to enterprise-wide issues and challenges, and build and maintain a high performing, high quality, efficient and engaged workforce.
