Employee will serve as a Motor Vehicle Operator located at the Veterans Healthcare System in Canandaigua, NY.

Duties

Duties will include, but may not be limited to the following: Transports patients/residents to and from medical facilities for healthcare services/treatment, includes loading and unloading passenger from wheelchair to vehicle. Operates with skill, ambulances for emergency transport, sedans, station wagons, and vans; loads/unloads heavy patients by stretcher when using an ambulance. Assures comfort, seatbelt use, and safety of the passenger. Communicates courteously, with tact and respect when in close contact with passengers, including those who are irate. Loads/unloads heavy cargo on the vehicle bed and builds the loads to prevent shifting/falling of cargo. Operates large trucks to transport laundry, food, refuse, and other cargo. Operates various types of vehicles safely, includes: 17-52 passenger buses, one-half ton pickups, standard and automatic transmission, snow removal equipment with hydraulic attachments (e.g., power tail gates, compaction equipment, etc.). Makes minor repairs to vehicles, such as change tires and basic maintenance. Handles controls for proper driving, backing, starting and stopping, vehicle width/length/height/weight to judge clearances, turning radius, etc. Interprets and follows instructions and trip tickets; and submits reports to supervisor of motor vehicle operations. Performs other duties as necessary. Work Schedule: Monday-Friday, 6:00am - 2:30pm or 9:00am - 5:30pm DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. PHYSICAL REQUIREMENTS/WORK CONDITIONS: Moderate and strenuous exertion is required to operate additional controls and lifting 50-100 pound bags and move carts up to 1800 pounds, including lifting patients from wheelchairs to vehicles and unload patients at destination. Operating, turning, backing, and controlling vehicles that carry heavy loads or large numbers of people. Employee must be able to perform tasks necessitating heavy physical effort such as maneuvering and pushing loaded laundry carts, lifting supplies and assisting non-ambulant patients. Drivers will be required to do arduous work in the loading and unloading of laundry and supplies. This position requires considerable use of arms and legs while operating vehicles and equipment. Drivers work under inclement weather conditions, exposed to rain, snow, freezing conditions, extreme high temperatures and subjected to slippery and wet roads while operating various types of vehicles (e.g., trucks, cars, lawn equipment, snow removal equipment, and emergency vehicles). Employee is exposed to the possibility of serious accidents, cuts, sprains, and broken bones while driving and when unloading/loading cargo. In many instances, will be required to handle contaminated waste, refuse, and many other unpleasant items. Position requires you to be courteous, patient, and tactful when in close contact with and transporting patients, their families, and members, some of whom may be difficult. Subject to call-back duty as necessary during evenings, nights, weekends, and/or holidays for snow removal, icy or hazardous conditions and/or emergencies such as ambulance trips, other emergency trips using various vehicle types. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume. SCREEN-OUT: Requires the ability to do the work of a Motor Vehicle Operator without more than normal supervision. Experience must be support on resume(s) to include: transporting patients/residents to and from destinations, includes loading and unloading passenger from wheelchair to vehicle; operating with skill, ambulances for emergency transport, sedans, station wagons, and vans; loading and unloading heavy cargo on the vehicle in a manner to prevent movement of cargo; operating various types of vehicles safely, includes: 17-52 passenger buses, one-half ton pickups, standard and automatic transmission, snow removal equipment with hydraulic attachments (e.g., power tail gates, compaction equipment, etc.). SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration. The SPF for this position is: Requires a Commercial Driver's License (CDL) class "B" with Passenger Endorsement "P". (Please DO NOT submit copy of driver's license. We may not accept pictures.
