This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Hawaii is a beautiful state, but has a high cost of living. Hawaii has many outdoor activities all year round including surfing, paddling, diving, fishing, and hiking.
Duties
You will serve as working leader of three or more employees in accomplishing trades and labor work.
You will install, maintain, alter, and repair plumbing facilities.
You will plan and lay out work, ensuring proper routing, placement, slant, slope, fall and operation of systems and equipment, and determines what tools, equipment and replacement parts are needed.
You will perform preventive maintenance by systematically checking assigned areas.
You will repair or replace leaking water main lines up to 24?, fire hydrants, pressure reducing valves, worn out pipe and fittings, plumbing fixtures, hot water heater, etc.
You will ensure that needed plans, blueprints, material, and tools are available, and that needed stock is obtained from supply locations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Protective devices such as but not limited to ear plugs, safety glasses, respirators, gloves, hard hat and safety shoes is required.
- Incumbent must be able to obtain and keep current a valid state drivers license and any installation and/or DOD requirement for the type vehicle being operated.
- This position is designated as Drug Testing Required. Incumbent is subject to random urinalysis testing in accordance with DA guidelines.
- Incumbent must pass a pre-employment physical and any subsequent annual physical.
- Mission Essential: Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations and may be required to remain on duty after the official shift ends.
- This position requires 10% temporary duty travel (TDY).

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Plumber Leader ~ without more than normal supervision installing, repairing, replacing, and maintaining plumbing systems i.e., bathtubs, showers, sinks, water closets, water fountains, and associated hardware; repair plumbing fixtures and components that can be accomplished by, cleaning, repacking, replacing seals / cartridges and adjusting i.e., faucets, shower valves, flush valves, drain assemblies, garbage disposals, circulating pumps etc.; use hand tools (e.g. pipe wrench, basin wrench, chain / strap wrench, spud wrench, tubing cutters, augers, plunger, ratchet soil pipe cutter); clear stoppages in fixtures and drain, waste and vent piping using plungers, hand augers and powered drain cleaning machines; and interpreting instructions for final assembly on plumbing parts or systems. -- Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort - The employee works from ladders scaffolding, and platforms where the parts of systems worked on are in hard to reach places. Incumbent is required to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions and frequently lift, carry, and set up parts and equipment that weigh up to 40 pounds.
Working Conditions - The employee works in cramped quarters both in and out of doors where there is exposure to mud, dirt, dust, grease, bad weather, bad smelling fumes, etc. There is occasional exposure to the possibility of broken bones and regular exposure to the possibility of scrapes, bruises, burns from caustic soda and hot lead, injury from the use of power and hand tools, and infection from working at unsanitary work sites.
