This position serves in an analytical capacity, supporting the full range of functions within the administrative realm of the service lines that report to the Medical Center Director. This position provides the MCD and Medical Center Executive Leadership Team complete and accurate technical advice by exercising considerable judgement in the application and appropriate guidelines and polices in achieving organizational goals.
Duties
This position coordinates and tracks all service deliverables and makes assignments to the most appropriate subject matter experts and compiles them into a consolidated thorough response. The incumbent has considerable latitude in developing general administrative processes and procedures. Incumbent consults and participates with all members of the organization and assists in the analysis of regulations and polices. The work requires the review of technical and operating procedures within the office of the Director, and the services that are aligned under it. The incumbent is recognized as a subject matter expert on administrative, management and HR policies, programs and procedures. Incumbent reviews draft regulations, standards, and other guides and makes recommendations to the Director. The incumbent maintains interim and completed performance appraisals for the direct reports of the Director. The incumbent is considered a subject matter expert on E- performance and USA Staffing. The incumbent exercises control over supervisor's appointments with complete authority for commitments of time; establishing priorities at own discretion; setting up, rearranging, and when necessary, coordinating meetings with staff offices. Makes appointments; cancels and accepts invitations; and checks requirements for engagements, i.e., necessity for speech, etc. Maintains a calendar of future events for up to the next 12 months, on monthly, bimonthly, and weekly basis, scheduling briefings and updating the calendar as required. Plans conferences, major inspections, visits by high ranking officials and other information that may have an impact on scheduling appointments and activities for the MCD are added as information is received from various sources. The Executive Office and other management staff coordinate with the incumbent in scheduling conferences involving many staff which may or may not involve the supervisor to avoid conflict of schedules. Receives and processes all correspondence and documents transmitted through the Medical Center Director's Office and the Executive Office for review, approval and signature, establishing controls on certain items, including suspense items, recurring and non-recurring reports, medical center correspondence, etc. Prepares responses on correspondence, including memoranda, reports, etc. (written and electronic) on own initiative, utilizing reference materials as necessary. Non-routine matters are initiated, researched, and coordinated for the supervisor for acceptable response.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05
For the GS-09 position you must have served 52 weeks at the GS-07
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Grade qualification requirements:
GS-7 Qualifying specialized experience includes experience working for a company, organization, or department specializing in volunteer and/or philanthropic activities; communicating with individuals and groups in community; performing technical program development for a specialized program; performing record keeping and recognition of a volunteer and/or philanthropic program; and applying a high level of expertise in identifying special skills and attitudes necessary for sensitive assignments.
OR, successful completion of (1) full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
OR, successful completion of education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a bachelor's degree may be used to qualify at the GS-07 level.
OR, Superior Academic Achievement (SAA): completion all the requirements for a bachelor's degree in a curriculum that is qualifying (i.e. hospital administration, public health administration, or related fields such as course work in health care administration) for the position to be filled and Rankin the upper one-third of your class in the college, university or major subdivision.
GS-9 at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as a Voluntary Services Specialist. Qualifying specialized experience planning, supervising, and coordinating volunteers of a volunteer program; evaluating and monitoring the effectiveness of a specialized program and devising new methods for improvement; effectively recruiting, interviewing, and evaluating prospective employees/volunteers in order to appropriately utilize their talents and interests; utilizing interpersonal communication skill to foster effective working relationships with others; and familiar with a wide variety of principles and practices to evaluate program trends.
OR, successful completion of two (2) years of progressively higher-level graduate education, or masters or equivalent graduate degree, or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
OR, equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
