This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) - Modified Direct Hire Auth, Section 1109; PL 116-92. This position is part of the Mission Services Office (MSO) - Information Technology Directorate (ITD). ITD is responsible for developing and implementing innovative information technology systems and processes that enable e-business within and between DARPA, other government agencies, and DARPA performers.

Duties

As a IT Specialist - Network Services - (Special Enclave) at the GS-2210-14/15 some of your typical work assignments may include: This is a Career Ladder Position. If selected at the GS-14 level, the incumbent may be noncompetitively promoted to the GS-15 (FPL JX13252) level, without further competition once time-in-grade, training, satisfactory performance, and other requirements of the higher grade level are met. The duties and responsibilities of this position are essentially the same as those on the FPL PD JX13252 identified below, except the incumbent is under closer supervision, and receives more detailed instructions with differences noted in the factor descriptions. This position may be filled at the GS-14 or GS-15 level. Serves as the technical authority/Subject Matter Expert (SME) on Special Enclave (SE) (e.g.,Special Access Required (SAR) and Sensitive Compartmented Information (SCI)) across multiple classification levels: Secret - Top Secret. Oversees the implementation and management of solutions for DARPA's research programs. Manages the operation of DARPA's SE environment. Oversees the activities of a team of support personnel. Oversees the day-to-day task prioritization and management of a dedicated staff of cybersecurity security control assessors. Serves as a senior technical resource for DARPA's Chief Information Officer. Develops policies and programs that require the use of advanced concepts associated with emerging IT SE technologies. Works with organizational staff in the formulation of new regulations and policy as needed to ensure efficient operation of DARPA Information Systems. Represents DARPA as a senior technical expert on panels, committees that deal with national and international IT standards.

Qualifications

You may qualify if you fulfill the following qualifications: A. For GS-14: One year of specialized experience equivalent to the next lower grade level (GS-13) in the federal service (experience may have been gained in the military or private sector). Specialized experience at this level is: Experience with Enclave technologies and assists in overseeing a team of IT Support personnel and management of cybersecurity security control assessors. Assists in analyzing Agency trends and requirements evolving within the areas of business practices, process automation and productivity enhancement. Assists in developing policies and programs that require the use of advanced concepts associated with emerging IT Special Enclave technologies. B. For GS-15: One year of specialized experience equivalent to the next lower grade level (GS-14) in the federal service (experience may have been gained in the military or private sector). Specialized experience at this level is: Experience with Enclave technologies and overseeing a team of IT support personnel and management of cybersecurity security control assessors. Analyzes Agency trends and requirements evolving within the areas of business practices, process automation and productivity enhancement. Develops policies and programs that require the use of advanced concepts associated with emerging IT Special Enclave technologies. In addition to the specialized experience above both grades must also possess: * Must have advanced expert knowledge of and broad experience in, network technology on Special Enclave (SE) environments (e.g., Special Access Required (SAR) and Sensitive Compartmented Information (SCI)) across multiple classification levels: Secret - Top Secret. * Expertise in use of advanced concepts associated with emerging IT SE technologies. * Expertise in overseeing systems involving highly complex, leading-edge capabilities which interact with a wide range of functional areas, including cross-platform integration, local and shared resources, graphics, multimedia, data warehousing, and communications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
