This position is located within the Redding OPC Site Manager's Office to ensure that
employees and facilities are empowered and equipped to provide consistent,
exceptional experiences that strengthen the trust of Veterans and their families and
caregivers. Position aligns under Assoc. Dir. Resources service.
Duties
Major Duties include, but are not limited to the following:
Analyzes and evaluates the effectiveness of administrative operations in meeting the
established goals and objectives of the designated office component. Reviews,
analyzes, and evaluates such areas as proposed changes in mission, operating
procedures and delegations of authority affecting administrative operations.
As a Contract Officer Representative (COR), performs comprehensive management
analysis and evaluation, taking into consideration factors such as cost effectiveness,
attainment of project goals and objective, and compliance with pertinent legal and
regulatory guidelines. Provides guidance and advice on the most appropriate method of procedure of analysis and evaluation to accomplish missions and ensure optimum
management strategy. Applies appropriate evaluation and measurement techniques in
determining the extent of compliance with rules and regulations and/or in measuring
and evaluating accomplishments. Foresees the pros and cons of alternative solutions
and coordinates and integrates activities with other functions.
The incumbent works essentially independent of supervision, receiving only General
direction from the Redding OPC Site Manager. As the COR, the Analyst is responsible
for the planning, directing, and managing the programs designed to provide all
Redding OPC and Yreka customers with appropriate services. The adequacy and
effectiveness of the clinical care directly affects the quality of patient care and
operational efficiency.
Work Schedule: Monday-Friday. 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Preferred Bachelors degree or higher in business or hospital mgmt. or related field. Contracting or Contracting Officer Representative experience preferred. Prior VA experience.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the full range of management analysis tools and techniques,
ability to develop new approaches, and skill to creatively apply this knowledge and
ability in the independent conduct of comprehensive studies which impact the basic
manner in which major work processes, activates or functions are conducted. (This experience must be well documented in your resume.). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (NOTE: TRANSCRIPTS MUST BE SUBMITTED WITH THE APPLICATION MATERIALS. Physical Requirements: Typical office work not requiring special physical demands. Work environment should be ergonomically appropriate. Work is primarily sedentary although walking is required to communicate with facility staff at their work sites. The work is
performed in a normal healthcare setting involving everyday risks or discomforts
which require normal safety precautions. Driving between clinics is required.
