The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.
Duties
The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor.
As part of the VA's succession planning, the Technical Career Field (TCF) training program was created to ensure individuals are trained in critical areas that have current or predicted shortages. The program is nationally funded to include salary, benefits and training/travel dollars. At the time of acceptance into the TCF program, trainees will be asked to sign mobility, training, and service agreements. Relocation expenses for acceptance into the training program or for placement are not funded by the TCF program. Please keep in consideration, the training program is meant for those individuals who plan on staying with the VA a minimum of 3 years after completion of their training program.
Selectees will be required to complete and sign the following paperwork; Mobility, Training, and Continued Service Agreements.
Although not guaranteed, with more than 150 freestanding facilities and hundreds of clinic locations, we will strive to place trainees in positions that will work for their needs and the needs of the VA.
This is a developmental position leading to a GS-09, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Major Duties:
Provides support in overall integration of community-based volunteer participation in appropriate areas of medical care and administrative functions within the facility.
Responsible for interviewing, scheduling, placement, and evaluation of new volunteers. This includes consulting with clinical and administrative staff to develop appropriate volunteer assignments; determining schedules; and conducting general orientation programs for new volunteers.
Conducts appropriate follow-up activities to assure both adequate supervision and on-the-job training are provided. The Voluntary Service Specialist will provide overall supervision and coordinate specific volunteer programs which will include a variety and diverse assignments.
Resolves issues as they arise and consults with the Voluntary Service Program Manager and/or the Preceptor if policies or procedures require revision.
Plans and conducts routine programs, tours of the facility for special visitors, dignitaries, and community groups. Makes presentations to a wide variety of groups within the facility and at locations within the community.
Responsible for the accurate management of the Voluntary Service Timekeeping Program. Work includes overseeing the data entry of master records, posting of volunteer hours, information changes, and monthly transmission of hours.
Reviews and analyzes monthly reports and informs the Program Manager or Preceptor of program trends, processing issues, and makes recommendations for process improvements.
Compiles information for the preparation of statistical and narrative reports assigned by the Program Manager or Preceptor. Assists with the planning and implementation of the programs and may participate on various committees as assigned by the Program Manager or Preceptor.
The Voluntary Service Specialist performs a full range of program and administrative duties in support of the Service, including a variety of duties with assigned or self-initiated priorities.
Works with the Program Manager and staff in the development of new areas for volunteer support, as well as assists in developing recruitment materials, orientation guides, training guides, handbooks, correspondence, etc.
Maintains required documentation for all purchases for the time frame established by VA and VHA regulations and resolves disputes of unknown or incorrect charges also within the established time limits.
Provides approving official with all pertinent purchase card documents for approval by the same and maintains documentation as required and inputs order into IFCAP Purchase Card Menu, prior to purchase or within 1 workday of purchase.
Performs other related duties as assigned.

Qualifications
For GS-7 grade level:
Superior Academic Achievement at the GS-7 level:(SAA) at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
Rank in the upper one-third of your class in the college, university or major subdivision.
A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

Possess at least one full year of graduate level study, or possess a master's or higher degree etc. in a field that provided the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) -OR-
Possess at least one year of work experience in possessing of the basic principles, practices, and methods used in Voluntary Service management; understanding of program planning to direct, plan, and evaluate volunteer work operations and programs; performing of program and administrative duties in support of the Service; and possessing of computer software packages and equivalent to GS-5 grade level. -OR-
Possess an equivalent combination of graduate education and experience to meet the total experience requirements for the GS-7 grade level. NOTE: To calculate the combination of education and experience, determine the amount of experience you have as a percentage for the grade level. Then determine the amount of graduate education you have as a percentage for the grade level. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level.
