You will serve as a PROCUREMENT ANALYST in the ACQUISITION DEPARTMENT of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
Duties
You will serve as a Procurement Analyst for electronic contract systems in support of pre-award and post-award contract functions involving a broad range of procurements.
You will provide training for Contract Specialist, Contracting Officers, System Administrators, and managers.
You will serve as a system administrator on contract electronics systems and provide guidance, policy, information, and responses to data queries.
You will provide user support and guidance for all contact electronic systems such as with an emphasis on CFMS, SABRS, SPS, ePS, FPDS-NG, EDA, and ieFACMAN (eContracts).
You will provide assistance in accomplishing the timely award of a broad range of procurements including contracts, cooperative agreements, tasks orders purchase orders, modifications, blanket purchase agreements, and orders against GSA schedules.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This is a bargaining unit position.
- You will be required to obtain and maintain a current valid United States driver?s license.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Performing pre-award and post award contracting policies and procedures on a full range of contracts, contracting plans, contract changes, contract method, contract types and contract documentation to ensure compliance with rules and regulations; 2) Developing and recommending contracting policies and procedures, instructions, supplements, training and guidance 3) Monitoring and maintaining various contracting programs such as warranting, contracting officer authorized representative and certifying officer; 4) Conducting reviews of contracting documents such as business clearances, determination of findings, and other documents which require approval; and 5) Reviewing contracting internal business assessments. 6) Assisting with Government Commercial Purchase Card Program, 7) Participation in various contracting inspection and audit programs 8) Processing Freedom of Information Act, General Accounting Office and Congressional notifications associated with contract actions.
