This position is located in the Office of Human Resources (OHR) within the Department of Health and Human Services (HHS), Assistant Secretary for Administration (ASA). The incumbent is the Executive Director of the Office of Executive Resources, responsible for providing human resources services for senior executives and political appointees across the department.

Duties

ABOUT THE POSITION The Executive Director serves as a strategic advisor to senior leaders on executive human resources programs. These programs include executive development and talent management, developing strategic recruiting and retention plans, tools for succession planning, including managing an Office of Personnel Management (OPM) certified SES Candidate Development Program, robust performance management strategies and supporting systems, and comprehensive incentives and rewards programs. The incumbent establishes the vision and direction for executive human resources programs, policies, and services. As a member of the OHR senior executive management staff, provides operational and human resources management expertise in formulating policies, goals, objectives, and operational strategies related to executive-level positions; and participates in program and executive resource allocation decisions, which impact the department. Serves as a catalyst for executive human resources reform through innovative and creative development of human resources programs and initiatives. Supervises and directs staff engaged in executive human resources program development, interpretation, and evaluation. The incumbent is directly responsible for ensuring executive human resources programs and activities serve the critical needs of HHS management. The incumbent is relied upon by the CHCO and Deputy CHCO as a senior authoritative source within HHS on all matters related to the agency's executive human resources programs. The incumbent oversees and assesses all executive resources functions, including classification, position management, recruitment and staffing, policy, benefits, and pay administration. The incumbent oversees organizational assessments to determine the effectiveness and develops alternative solutions to address improvement needs. The Executive Director sets effectiveness, efficiency, productivity, and management/internal control standards and monitors progress toward organizational goals. The Executive Director provides strategic consulting services to senior department leadership and key officials, including the Assistant Secretary for Administration, the Deputy Secretary, and other Operating and Staff Division heads, regarding executive management approaches. The incumbent establishes and maintains productive relationships with Department officials, other government agencies, and internal and external stakeholders in a diverse and multicultural environment. The Executive Director serves in a lead role for the Department related to executive resources initiatives directed by HHS, OPM, and the Office of Management and Budget (OMB). The incumbent participates in interagency strategic initiatives on behalf of HHS and represents the Department on various personnel issues, including interagency committees, OMB, OPM, and other Federal agencies.

Qualifications

Open to all groups of qualified individuals from the public. Current employees within the Federal civil service. Career SES and SES reinstatement eligibles. SESCDP graduates may also apply for noncompetitive consideration. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Fundamental Competencies: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation. Executive Core Qualifications (ECQs): 1. Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4. Business Acumen: The ability to manage human, financial, and information resources strategically. 5. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Technical Qualifications (MTQ's): This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume. Demonstrated senior-level experience providing leadership and comprehensive management of an agency's executive resources functions for executive and political personnel: Senior Executive Service, Senior Level, Scientific and Professional, Presidential Appointees with and without Senate confirmation, and Schedule C. Human resources functions include, but are not limited to, position management, recruitment, and staffing, pay administration, performance management, executive development, benefits, employee relations, and policy.
