The selectee of this position serves as a Congressional Affairs Analyst. You will be responsible for providing legislative and policy analysis for the Office of the Director.
OCA's role is to ensure that Congress supports and strengthens the United States Marshals Service (USMS) missions through financial resources and legislative authority.
Duties
As a Congressional Affairs Analyst at the GS-0301-13 level, some of your typical work assignments may include:
Providing special expertise and knowledge to USMS senior management on legislation affecting USMS and the interests and concerns of Members of Congress and congressional committees.
Assisting Members of Congress and their staffs with inquiries about USMS program and policy matters and pending legislation.
Providing briefings on USMS matters to members of Congress and their staff, DOJ legislative representatives, and other Executive Branch Agencies.
Discussing the Administration's priorities and goals with congressional committee staff.
Drafting oral and written testimony, briefing papers, and legislative backup materials to Congress for the USMS Director and presidentially appointed U.S. Marshals.
Preparing detailed analyses, position papers, and presentations regarding newly enacted or pending legislation affecting the USMS.
Addressing the interests and concerns of Members of Congress and their congressional committees and subcommittees.

Qualifications
GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-0301-13 level, if you fulfill the following qualifications:
Specialized Experience: One year of specialized experience which includes: 1) Working for a Member of Congress or a congressional committee; 2) Providing authoritative and substantive guidance on legislative issues; 3) Recommending strategies for Congressional interaction to management based on knowledge of the interests of the appropriate legislative audience; 4) Drafting oral and written testimony, talking points, briefing papers, correspondence, legislation, and backup materials to support interactions with Congress or for members of Congress; 5) Acting as liaison to management and/or government organizations concerning policy and legislation; 6) Assisting in the coordination, development, and tracking of legislation impacting the organization; and 7) Apprising management of opportunities to advance legislative proposals to or within the Congress. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). (Must be reflected in a resume.)
