This position is located in a Natural Resources Conservation Service (NRCS) State, Area or Field Office. The primary purpose of the position is to plan and schedule outreach activities that assists socially disadvantaged farmers and ranchers throughout the state and provide technical assistance, training, and quality assurance to a variety of partner organizations.

Duties

Originate and develop concepts and strategies to clearly introduce and explain NRCS programs and policies for target audiences and underserved populations. Assist in the development of specialized publications, talking points, presentations, and other communication materials to target the needs and priorities of individualized audiences throughout the state. Educate, coordinate, and communicate through a variety of products, training, meetings, one-on-one consultation, and unique outreach tools to targeted audiences in an effort to achieve support of NRCS throughout the state. Promote and maintain working relationship with organization, agencies, and representatives of the media and special interest groups in an effort to provide outreach information, data, and program related information to their constituents. Develop, implement, and track a statewide outreach plan each fiscal year which includes clearly defined messages, target audiences, types and modes of communication techniques, and report results bi-weekly to the designated state leadership team.

  • Physical Demands: The work is mostly sedentary; however, some prolonged standing and walking are required to provide training, attend meetings and conference, etc. No special physical demands are required to perform the work.
  • Work Environment: The work is usually performed in an office setting.

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS- 11 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-09 Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service that included: Communicating conservation related programs and policies available to target audiences and underserved populations; Gathering and organizing materials for the development of specialized publications, talking points, presentations, and other communication materials; and Maintaining working relationships with organizations, agencies, media, and other stakeholders to provide outreach information and data. OR Education: Must possess a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree in human resources, social or behavioral sciences, or in such fields as business or public administration, political science, government, management, journalism, marketing, public affairs, or other fields related to the position such as agriculture, agricultural economics, farm, livestock, ranch management, or rural sociology. (NOTE: You MUST submit supporting academic transcripts.) OR Combination: Must possess a combination of specialized experience and graduate education that total 100% when combined. First, determine total qualifying experience as a percentage of the experience required above; then determine the education as a percentage of the education required above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the first year (18 semester hours) may be used when combining education and experience for this grade.(Note: You MUST submit supporting academic transcripts if claiming this option.) GS-11 Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service that included: Recommending program delivery changes to eliminate barriers for effective outreach with target audiences and underserved populations; Assisting in analyzing outreach programs to measure if they are improving participation in conservation programs and services; Assisting in the development of specialized publications, talking points, presentations, and other communication materials; and Establishing working relationships with organizations, agencies, media, and other stakeholders to aid with outreach information and data. OR Education: Must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in human resources, social or behavioral sciences, or in such fields as business or public administration, political science, government, management, journalism, marketing, public affairs, or other fields related to the position such as agriculture, agricultural economics, farm, livestock, ranch management, or rural sociology. (NOTE: You MUST submit supporting academic transcripts.) OR Combination: Must possess a combination of specialized experience and graduate education that total 100% when combined. First, determine total qualifying experience as a percentage of the experience required above; then determine the education as a percentage of the education required above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify.
