Duties
As a Drug-Free Workplace Program Specialist, you will be responsible for performing a wide variety of administrative, technical, and regulatory duties and activities to support US Customs and Border Protection's (CBP) Drug-Free Workplace Program (DFWP). Your work will be performed in compliance with the U.S. Health and Human Services (HHS) mandatory guidelines for the Federal Workplace Drug Program, the DHS Model Plan, and the CBP Drug-Free Workplace Plan and procedures.
This position starts at a salary of $82,830.00 (GS-12, Step 1) to $107,680.00 (GS-12, Step 10) with promotion potential to $107,680 (GS-12 Step 10).

Typical duties include:
Monitoring, updating, and cataloging regulatory publications to the program resource electronic site. Preparing and writing correspondence and presentations (using various types of software) with a high level of accuracy for senior management. Performing administrative reviews and compiling of all "Memorandum for Record" requests from the Medical Review Officer (MRO). Collaborating with clinics and collection contractors to confirm clinic locations and hours of operation, and to verify travel distances from duty stations to clinic locations.
Supporting employee drug awareness efforts at on-site testing and virtual means. Assisting in Drug-Free Workplace training activities and campaigns; including preparing material for health fairs and other promotions. Providing training sessions for HRM specialists; coordinating requests for information from the field; maintaining a library file of books, pamphlets and other materials for outreach opportunities.
Conducting research into drug testing results, testing locations, and collection errors to identify trends and patterns; training new staff in the HHS collection process. Conducting random site inspections of HHS certified clinics. Serving as site coordinator as required and collects specimens as required; monitoring contractor site coordinators and specimen collectors to ensure compliance with all federal requirements; traveling to CBP field locations to administer random drug testing and reports deficiencies to the DPC or other designated official.
Ordering and monitoring supplies needed to implement the National program. Making requests for refilling par levels of supplies in a timely manner. Coordinating with the contractor to ensure timely delivery of drug testing supplies to various clinics and collection sites as specified; ships monthly paperwork to the site coordinators; orders supplies for the DFWP program. Ordering litigation packages for all reported positive drug test results; maintaining records and confidentiality of drug testing information; developing and maintaining Excel spreadsheets that compile all drug-testing activities.
Qualifications
Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below.
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
You qualify for this position if you possess one year of specialized experience or substitution of education, if applicable, as described above and meet the specialized experience listed below.
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Serving as a specimen collector for on-site drug testing; researching and evaluating project problems and issues to identify trends and patterns.
Reporting flaws and errors in the collection process and recommending solutions.
Observation of contracted staff in administration of the Drug-Free Workplace Plan.
Planning, managing, and administering random drug testing and registering deficiencies.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
