You will serve as a LEAD TRANSPORTATION ASSISTANT (SHIPMENT MANAGEMENT) in the Navy Household Goods (HHG) Personal Property Shipping Office (PPSO) Shipment Management of NAVSUP FLC PEARL HARBOR. A post allowance amount, (otherwise known as: COLA), of 9.28% will be added to the stated salary. Post allowance is subject to change at any time. Duties

You will act as a single point of contact for inbound and outbound shipment management, and provide quality assurance oversight. You will ensure that the work assignments of the Transportation Assistants (TAs) are equitably distributed and carried out, and ensure the timely accomplishment of the assigned workload. You will perform all inbound/outbound shipment management functions, loss and damage claims assistance, and customer support in accordance with published guidelines. You will plan and manage daily workload, record TSP performance, interpret regulations, resolve customer and TSP conflicts, and coordinate movement of personal property shipments to worldwide locations. You will support the development, testing, implementation, and maintenance of continuous process improvement (CPI) initiatives and automated technology systems for the DoD Personal Property Program.

  • This is a bargaining unit position.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-06) or pay band in the federal service or equivalent experience in the private or public sector performing and/or leading Transportation Assistant (Shipment Management) work applying a thorough knowledge and understanding of a wide range of transportation regulations, methods, and practices of traffic management as it applies to the storage and shipment of personal property. I also have experience applying a knowledge of automated transportation systems to identify needs and problems related to transportation. Examples of specialized experience may include: 1) Investigating and resolving invoicing and storage management issues related to a wide range of specialized shipments; 2) Utilizing automated computer systems to certify invoices and to identify and research cargo and transportation discrepancies;3)Assisting in the training to new employees following established transportation procedures and practices;4)Providing guidance with all areas of personal property shipment management including household goods and personal property entitlement counseling (household goods, unaccompanied baggage, privately owned vehicles, boats, and mobile homes), inbound and outbound shipment management, non-temporary and temporary storage, quality assurance, and procedures for processing loss and damage claims;5)Utilizing thorough knowledge of commercial and government transportation methods and related services for processing personal property shipments, storage lots, loss and damage claims, calculating shipment costs; and 6) Providing technical expertise to make solid, sound interpretations of DoD regulations and entitlements to customers.
