You will serve as an Industrial Hygienist in the Mission Support Division, Code 125100 of NAVAL RESEARCH LABORATORY.

Duties

You will participate in the planning, organizing, implementation and control of comprehensive SOH and IH programs. You will plan and conduct special studies with occupational health problems that require the development/ modification of air sampling equipment or protective devices, or the evaluation of control measures for specific operations. You will develop courses of instruction for NRL personnel, preparing course agenda, making arrangements for demonstrations and field trips. You will identify and administer training needs at NRL. You will be responsible for ensuring that the safety oversight requirements of the Naval Facilities Engineering Command (NAVFAC), Navy Crane Center, Publication P-307, Management of Weight Handling Equipment, is effectively implemented. You will oversee the authorized use list (AUL) for hazardous materials, reviewing proposed additions and changes, ensuring storage limits are not exceeded. You will ensure chemicals are properly segregated, working to minimize the toxicity and volume of chemicals in use and to be disposed, approving proposed additions and changes, and ensuring the integrity of the AUL database.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS 5-10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing most or all of the following:1.) Assessing chemicals, their hazards and toxicities, and methods used to reduce these hazards associated with their use, storage and disposal. 2.) Identifying interim and long term controls, including medical monitoring, engineering controls, administrative controls, and personal protective equipment controls for a variety of work processes. 3.) Communicating orally and in writing to customers of all backgrounds, including, but not limited to, researchers, machinists, riggers, chemical hygiene officers, and first line supervisors. 4.) Identifying and performing required field sampling for personal air monitoring, direct air reading, and bulk/swipe sampling. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
  • A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or
  • A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or
  • Certification from the American Board of Industrial Hygiene(external link) (ABIH).

Courses in the history or teaching of chemistry are not acceptable.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
